Soon issue a Decree stipulating a number of articles and measures to implement the Law on Geology and Minerals

This morning, May 12, Deputy Prime Minister Tran Hong Ha chaired an online meeting with ministries, branches and localities on the draft Decree detailing a number of articles and measures to implement the Law on Geology and Minerals. Acting Chairman of the Provincial People's Committee Hoang Nam participated at the Quang Tri bridge.

Reporting at the meeting, the representative of the Ministry of Agriculture and Environment informed: On November 29, 2024, the 15th National Assembly passed the Law on Geology and Minerals No. 54/2024/QH15, replacing the 2010 Law on Minerals. The Law takes effect from July 1, 2025.

One of the highlights of the Law on Geology and Minerals is to give stronger authority to localities in managing and using mineral resources to promote sustainable development of the mineral exploitation industry. This law is expected to have remarkable changes in the management and exploitation of mineral resources.

To ensure that the Law on Geology and Minerals is implemented immediately after taking effect, it is necessary to develop and promulgate a Decree detailing a number of articles and measures to implement the Law on Geology and Minerals 2024.

The Draft Decree detailing a number of articles and measures for implementing the Law on Geology and Minerals consists of 11 chapters with 155 articles. This Decree applies to agencies, organizations and individuals participating in geological and mineral activities or having activities related to geology and minerals in the territory of Vietnam.

Synthesizing comments from ministries, branches and localities shows that, in general, opinions agree with the scope of regulation, structure and basic contents of the draft decree. However, some provisions still have conflicting opinions or new regulations. At the meeting, ministries, branches and localities participated in giving comments on some additional points and explanations of the decree...

In his concluding remarks, Deputy Prime Minister Tran Hong Ha emphasized that this meeting aimed to gather the intelligence and participation of ministries, branches and localities to ensure feasibility, reduce unclear issues and avoid confusion after promulgation.

Based on the comments of ministries, branches and localities, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to absorb and complete the submission to the Prime Minister for permission to issue legal documents in a shortened order for the Decree detailing the implementation of a number of articles of the Law on Geology and Minerals, meeting the requirements for submitting the decree in accordance with regulations and ensuring quality.
