According to Deputy Prime Minister Tran Hong Ha, provincial planning is an orientational plan with a long-term vision for development direction, organization of socio-economic activity space and allocation of local resources. Through reviewing documents and opinions of 12 localities (Hai Phong, Da Nang, Ha Giang , Bac Kan, Phu Tho, Bac Ninh, Quang Ngai, Binh Phuoc, Ba Ria - Vung Tau, An Giang, Kien Giang, Ca Mau) and ministries and agencies at the meeting, 7 groups of issues were identified that most localities are still struggling with.
The meeting agreed on the handling principles for localities to study, absorb and complete the dossier for approval of the Provincial Planning.
Specifically, regarding the Power Plan VIII (on the plan for developing the power supply network), the Deputy Prime Minister assigned the Chairman of the People's Committee of the province or centrally-run city to be responsible for directing the updating of important projects and works with investment priorities identified in the Power Plan VIII into the Provincial Plan.
The People's Committees of provinces and centrally run cities shall, based on the socio-economic development needs and the potential for electricity development of the locality, propose to supplement the list of potential power source projects and potential power grids in the Provincial Planning, but must be consistent with the viewpoints, objectives, orientations, plans for power source and grid development, criteria and justifications in the Power Planning VIII.
The Deputy Prime Minister noted: “The implementation of the above projects can only be carried out when ensuring compliance with the Plan for implementing the VIII Power Plan approved by competent authorities, in accordance with the conditions, criteria, and justifications according to the VIII Power Plan, and the competent authority has approved the investment policy according to relevant legal regulations.”
