Son Duong reduces multidimensional poverty sustainably

- The goal of poverty reduction is not simply to reduce income poverty but to improve and cover more areas: employment, health, education, housing... With many efforts, poverty reduction programs of Son Duong district are being implemented more and more practically. To better understand the specific results and solutions in poverty reduction, Tuyen Quang Newspaper reporter interviewed Ms. Luu Thi Anh Dao, Deputy Head of the Department of Agriculture and Environment of Son Duong district on this issue:

Reporter: Madam, what results has Son Duong achieved in sustainable poverty reduction in the 2021-2025 period?

Ms. Luu Thi Anh Dao: In more than three years of implementing the National Target Program on Sustainable Poverty Reduction, Son Duong district has had remarkable changes. The program not only contributes significantly to the local economic and social development but also changes the appearance of communes and towns in a positive direction. Infrastructure is increasingly complete, synchronous, inter-regional connectivity, meeting the needs of transporting and circulating goods.

In particular, the lives of the poor have been significantly improved thanks to increased multidimensional support, helping them access information. Thanks to these efforts, poverty reduction in Son Duong district has achieved many positive results. The poverty rate has decreased from 21.97% at the end of 2021 to 7% at the beginning of 2025.

Reporter: To achieve those results, what are the key solutions that the district has focused on implementing, madam?

Ms. Luu Thi Anh Dao: Identifying poverty reduction as one of the top goals in the local socio-economic development plan, in recent times, Son Duong district has had many flexible solutions in mobilizing, allocating, and integrating resources to provide appropriate support according to needs, helping the poor have the opportunity to rise up.

Every year, communes and towns in the district conduct surveys and reviews of poor and near-poor households, analyze the causes leading to the difficult circumstances of the target groups, thereby proposing practical, appropriate and effective solutions and support policies. At the same time, strengthen the dissemination of the Party and State's policies and guidelines on poverty reduction, with increasingly diverse forms and contents, to raise awareness, gradually eliminate the mentality of waiting, relying on others and promote the will to escape poverty of the people.

The project to develop production and link the tea product value chain in Son Duong district helps people increase their income.

Son Duong district has focused on vocational training, job creation, and sending workers to work abroad under contracts. Mass organizations have enhanced their role in building new rural areas, associated with poverty reduction.

The district has implemented preferential loan programs for 3,606 poor households with over VND209 billion in loans. This capital source helps people have conditions to invest, expand production scale, increase income and become economically independent. The district has also supported 49 disadvantaged students with loans of VND2.2 billion to ensure their studies and 23,771 households with loans of over VND73 billion to improve clean water and environmental sanitation, contributing to improving the quality of life.

Policies to support the poor in accessing basic social services have been implemented synchronously and effectively, such as: Ineducation and training support, Son Duong district has exempted tuition fees for more than 57,000 students with a total cost of up to 7,641 billion VND, and supported study costs for more than 84,700 students with nearly 56 billion VND. The district has issued health insurance cards to 32,627 poor people, ethnic minorities and people in difficult areas, ensuring the right to medical examination and treatment and health care; supported electricity bills for more than 32,959 poor households with a total amount of more than 20 billion VND, reducing the burden of living expenses for poor families. In particular, 1,565 poor households and households in difficult circumstances have been supported to build new and repair temporary and dilapidated houses with a cost of over 85 billion VND.

Not only stopping at support policies, Son Duong also promotes communication work, raising people's awareness of sustainable poverty reduction. At the same time, the work of checking and supervising the implementation of poverty reduction programs and projects is strictly carried out, ensuring resources reach the right subjects and promote maximum efficiency.

Reporter: In the process of implementing the poverty reduction program, what difficulties and challenges did the district encounter, madam?

Ms. Luu Thi Anh Dao: Although many results have been achieved, there are still many difficulties. Infrastructure has not been invested synchronously, there is a lack of production materials, and the rate of falling back into poverty is still a problem that we are concerned about. Some households, after escaping poverty, but due to risks (natural disasters, epidemics, illness...) or lack of knowledge and production skills, are at risk of falling back into poverty.

In addition, investment resources for the program, although being paid attention to, are still limited compared to actual needs, especially in remote communes, remote areas, and ethnic minority areas. Changing the mindset and production habits of a part of the people also requires more time and perseverance.

Reporter: With those difficulties, what orientations and solutions does Son Duong district have to continue promoting sustainable poverty reduction in the coming time?

Ms. Luu Thi Anh Dao: We are determined to continue to synchronously implement solutions that have been and are proving effective. The district will focus more on improving the capacity of officials working on poverty reduction at the grassroots level, ensuring that the policy is implemented to the right people and the right subjects.

Along with that, diversifying forms of livelihood support, especially sustainable production models, linked to value chains, creating stable output for products. The district strengthens the integration of programs and projects, mobilizing maximum resources from all levels, sectors and society to invest in poverty reduction. And most importantly, we will continue to propagate, mobilize, and arouse the will to rise up of the people themselves, because they are the most important subjects in the poverty reduction process.
