Restructuring the apparatus
The administrative unit arrangement has led to a comprehensive restructuring of the size and units of the Youth Union apparatus at the grassroots level, with the number of communes/wards being rearranged.
At the same time, in another strategic step to concretize the policy of streamlining the apparatus and improving the effectiveness and efficiency of the entire political system, the Youth Union in Da Nang is directly under the Vietnam Fatherland Front Committee of the city.
Deputy Secretary of the Da Nang City Youth Union and Head of the Youth Union and Children's Affairs Department Le Kim Thuong said: Previously, the Da Nang City Youth Union operated relatively independently.
Now, although it still maintains its own leadership structure with the Executive Committee, Standing Committee, Secretary and Deputy Secretary, major orientations on youth work will be closely integrated into the overall programs of the Vietnam Fatherland Front.
This is like a specialized youth department being established within the “extended arm” of the Front, helping to make direction and coordination more synchronous.
“The focus of activities is on implementing the overall political and social tasks of the Front, including gathering and uniting young people, participating in Party and government building, and social supervision and criticism,” said Mr. Le Kim Thuong.
At the grassroots level, the abolition of the district level and the merger of communes/wards also led to a series of restructurings. The grassroots Youth Union organizations (in 23 wards and 70 communes) have been rearranged and streamlined.
For example, in Dien Ban Dong ward, established on the basis of merging Dien Nam Dong, Dien Nam Trung, Dien Duong, Dien Ngoc and Dien Nam Bac wards, with 1,423 union members, operating in 48 grassroots union branches.
Ms. Ngo Thi Tu Trinh, Vice President of the Vietnam Fatherland Front Committee and Secretary of the Dien Ban Dong Ward Youth Union, said: After the merger, the local Youth Union must review and rearrange its staff.
Requires Youth Union cadres to cover a wider area and manage a larger number of members. Youth Union organizations must innovate their management methods and organize activities to suit the new area size and larger number of members.
Change in perception and action
In Quang Phu ward, during the recent 78th anniversary celebration of War Invalids and Martyrs Day, July 27, the ward Youth Union took the initiative, consulted, and developed a plan to coordinate with associations, unions, and departments and branches in the ward to organize many practical and meaningful activities to show gratitude to policy families and people with meritorious services to the revolution in the area.

Mr. Do Van Tran, Vice Chairman of the Vietnam Fatherland Front Committee and Secretary of the Quang Phu Ward Youth Union, said: With the new model, the initiative in coordinating with other member organizations of the Front and advising the Party Committee and government on youth work becomes extremely important.
Union cadres cannot operate independently but need the cooperation of the entire political system to create highly connected activities.
“A newly merged ward-level Youth Union Secretary will not only plan activities for the Union itself, but must proactively meet with representatives of associations at the same level to develop an inter-sectoral plan, utilizing common resources for events such as “July Gratitude”, “Green Sunday”, “Month of Action for Children”, social security activities…”, Mr. Tran shared.
Phuoc Tra mountainous commune is a large area, with a dispersed population and the presence of many ethnic minority communities, with closely intertwined community relationships.
Working in this locality, Youth Union officials must equip themselves with many soft skills to adapt, from mobilizing the masses, communicating with local residents, organizing large-scale activities, to applying information technology in management and connecting union members...
This has become an indispensable requirement in the work of the Union in this special area.
Ms. Ho Thi Danh, Vice Chairwoman of the Vietnam Fatherland Front Committee and Secretary of the Phuoc Tra Commune Youth Union, shared: “Instead of just organizing traditional youth union meetings, Youth Union officials can use social networking platforms and online chat groups to convey information, attract youth union members to participate in activities in more remote areas, or survey youth opinions quickly and effectively.”
Deputy Secretary of the Da Nang City Youth Union Le Kim Thuong acknowledged: In the context of merger and restructuring, the team of Youth Union officials at all levels in Da Nang need to change dramatically from awareness to action.
Only then can we adapt and promote our role with the dual task of both implementing the Front's policies and maintaining the identity and dynamism of the Union.
“The transformation of the Youth Union is an inevitable step, demonstrating the determination of innovation of the political system.
This is not only a challenge but also an opportunity for the City Youth Union to demonstrate its adaptability, promote the pioneering and volunteering role of young people, and contribute to building Da Nang into an increasingly civilized, modern and developed city," said Mr. Le Kim Thuong.
