The product belongs to GAMMA Pharmaceutical - Cosmetic Production Company Limited (formerly GAMMA Private Enterprise for Cosmetic Production), with office at 18 Nguyen Hau Street, Tan Thanh Ward, Tan Phu District, Ho Chi Minh City and production address at Group 1, Phu Hiep Hamlet, Phu Hoa Dong Commune, Cu Chi District, Ho Chi Minh City.
The results of product sample testing conducted by the Center for Drug, Cosmetic and Food Testing, Yen Bai Provincial Department of Health according to test certificate No. 25L-020MP dated June 17 showed that the product contains two commonly used preservatives in cosmetics: Methylparaben and Propylparaben.
However, these two substances were not declared in the product formula announced to the authorities, seriously violating the regulations on declaring cosmetic ingredients.
In response to the above violations, the Drug Administration requested the suspension of circulation and urgent recall of the product batch nationwide. At the same time, it requested that businesses and cosmetic users immediately stop trading and using this batch of facial cleanser and return the product to the supplier.
The Department also requested the Department of Health of provinces and centrally-run cities to notify businesses and cosmetic users in the area about the suspension decision, and at the same time conduct inspections and monitor the process of product recall and destruction, and strictly handle violators in accordance with current regulations.
Regarding GAMMA Company, the Drug Administration requires the company to send a recall notice to all product distribution and usage units; receive goods back from business establishments; and conduct a recall and destroy the entire batch of violating products.
The results of the recall and destruction must be reported to the Department before August 2, 2025. At the same time, the Department also revokes the cosmetic product declaration receipt number 000669/21/CBMP-HCM according to the provisions of Point b, Article 46, Circular No. 06/2011/TT-BYT.
The Drug Administration of Vietnam assigned the Ho Chi Minh City Department of Health to inspect and supervise the compliance with the recall and destruction of violating products of GAMMA Company, and at the same time review and handle violations in the production and trading of cosmetics of this unit according to the law.
Previously, the Drug Administration also decided to suspend and recall many other cosmetic products due to violations of regulations on ingredients and labeling.
Specifically, there are 7 recalled products including: ME LINE 01 Caucasian Skin, INNOAESTHTICS INNO-TDS Xeroskin-ID, INNOAESTHTICS INNO-DERMA Dark Spot Eraser 24H Cream, INNOAESTHTICS INNO-EXFO Redness Peel, INNOAESTHTICS INNO-EXFO TCAGE, INNOAESTHTICS INNO-EXFO Skin Recovery and ME LINE 02 Caucasian Skin Night.
These products were announced and distributed by Dong Nam Global Pharmaceutical Company Limited. The Department requested the company to recall all products sold on the market and temporarily suspend the review of the company’s new cosmetic announcement dossier for a period of 6 months. The dossiers submitted before the suspension decision are also no longer valid.
In addition, two other products, Aquafresh Soft Mint and Aquafresh Clear Mint, published by Phat Anh Minh Company Limited, were also suspended from circulation due to violations of regulations on cosmetic labeling. The Drug Administration of Vietnam requested the Departments of Health to closely monitor the recall process of these products, strictly handle violations, and send reports to the Department for synthesis and monitoring.
This drastic move aims to strengthen control over the quality of cosmetics on the market, ensuring consumer safety. The Drug Administration recommends that organizations and individuals do not continue to use, distribute or trade in suspended products.
Consumers need to proactively cooperate with authorities in recalling and destroying substandard cosmetics, contributing to protecting public health and the environment.
