New vitality in rural Hai Phong

The achievements of the National Target Program on New Rural Construction (NTM) in Hai Phong have created new vitality and rapid, clear changes in rural areas.

Rural areas change into "new clothes"

According to the report of the Hai Phong New Rural Area Coordination Office, by the end of 2019, the city had completed the construction of 137/137 communes meeting the New Rural Area standards according to the criteria for the 2011-2015 period and the 2016-2020 period. From 2020, Hai Phong began to implement the construction of model New Rural Area communes. Of which, 8 pilot communes will be implemented from 2020; 14 communes from 2021; 35 communes from 2022; 35 communes from 2023; 45 communes from 2024.

In the 2021-2025 period, to complete the model new-style rural commune, the communes will simultaneously implement 3 sets of criteria for new-style rural communes, advanced new-style rural communes, and model new-style rural communes. By the end of 2024, the city will have 137/137 communes meeting advanced new-style rural standards, 104/137 communes meeting model new-style rural standards, and 7/8 districts meeting new-style rural standards.

The general goal set by Hai Phong in the process of building a model new rural area is to focus on improving the material and spiritual life of rural people, building synchronous and modern rural socio -economic infrastructure, associated with the urbanization process. To build synchronous infrastructure, the city approved the list of projects to deploy over 2,300 traffic, school, cultural and medical works in 115 communes in 2023 and 2024.

Mr. Do Gia Khanh - Director of the Department of Agriculture and Rural Development (DARD), Chief of the Office of New Rural Development Coordination of Hai Phong City said: The implementation of thousands of projects has completely changed the rural areas of Hai Phong. The commune and inter-commune roads have been invested with asphalt pavement of at least 9m wide; inter-village roads are paved with asphalt and at least 7m wide; village roads have asphalt and concrete pavement of at least 5.5m wide. All roads have drainage ditches, residential lighting, traffic signs, approaching the quality of urban roads. Not only that, the quality of education, health care, and culture is focused on; the living environment and security and order are ensured. The material and spiritual life of the people is improved.

People's lives are improved

According to the leaders of the Department of Agriculture and Rural Development, one of the important factors contributing to the success of the new rural construction program in Hai Phong is mobilizing resources and creating consensus from the people. From 2023 to now, to complete the projects, the communes in the area have mobilized about 40,050 organizations and individuals to donate 800,000 square meters of land, 37,980 cases of architectural clearance, estimated to be worth thousands of billions of VND.

According to Mr. Le Van Cuong - Vice Chairman of An Duong District People's Committee, to achieve the results as today, the local Party Committee, government and people have promoted the great solidarity, placing the people in the central role, as the subject of the new rural construction program. With the motto "People know, people discuss, people do, people check and people benefit", many typical models, good practices, good people, good deeds have been spread and replicated.

Mr. Hoang Van Vien - Deputy Director of Truc Trang Organic Agricultural Cooperative (Bat Trang Commune, An Lao District) shared: "After more than 6 years of establishment, Bat Trang dragon fruit has become a VietGAP product, with a traceability stamp, one of the criteria for Bat Trang to be recognized as a model NTM commune. Since planting dragon fruit, the income of households here has increased 5-7 times compared to rice cultivation, and people's lives have gradually improved."

Truc Trang Organic Agricultural Cooperative is one of 226 cooperatives in 137 communes in the area that operate effectively and have stable value chain linkage contracts. With the goal of developing new rural areas in parallel with increasing people's income, with many solutions, localities have promoted production development and transformed the structure of crops and livestock. Over 180 high-tech economic models have applied mechanization in stages, linking along value chains associated with ensuring food safety. By 2024, the city will have no more poor households according to the national poverty standard for the period 2022-2025, completing 1 year earlier than the target in the Resolution of the 16th City Party Congress.

From internal resources, Hai Phong sets a target that by the end of 2025, 100% of communes will meet the model NTM standards (except for 4 communes in Cat Hai district including Dong Bai, Nghia Lo, Hoang Chau, Van Phong which are implementing projects); 4 districts: Vinh Bao, Tien Lang, An Lao and Kien Thuy will complete the criteria of model NTM districts. From the first quarter of 2025, the city will begin the procedures to submit documents to the Central Government for appraisal and recognition of Hai Phong's completion of the NTM construction task and is expected to be recognized by the Prime Minister for completing this content in the third quarter of 2025.
