The provincial People’s Committee has just issued new regulations on the use of motorbikes, mopeds and rudimentary vehicles for passenger and cargo transportation in the province. This regulation will be applied from December 23, aiming to ensure traffic order and safety and create favorable conditions for organizations and individuals doing transportation business.

The newly issued regulations apply to organizations and individuals using motorbikes, mopeds and rudimentary vehicles in the transportation business. Wheelchairs and animal-drawn vehicles are not subject to regulation.

Specifically, vehicle operators must meet the following requirements: have a valid driver's license, wear distinctive clothing when engaging in business, and comply with traffic safety regulations to ensure passenger safety.

Regarding vehicles, vehicles participating in transportation must meet technical safety standards. In addition, these vehicles must be owned or legally used by the business unit.

The Provincial People's Committee requires business units to notify the People's Committee of the commune level of vehicle and driver information, not to use unqualified drivers or drivers who violate the law. At the same time, business units must ensure traffic safety, transparency in toll collection and compensation when damage occurs.

Vehicles are allowed to operate 24/7, except in areas with prohibited or restricted signs. The Provincial People's Committee also assigned the Department of Transport to preside over inspections, supervision and regular reporting. The Provincial Police organize patrols, handle violations and coordinate to ensure traffic safety. People's Committees at all levels manage, compile statistics and guide the business of transporting by motorbike, motorbike and rudimentary vehicles in the locality.

This regulation not only enhances the effective management of transport activities but also contributes to ensuring traffic safety and improving the quality of transport services in Quang Nam province.
