At about 3:14 p.m. on October 14, people participating in traffic on Pham Hung Street were frightened when they witnessed a black car with license plate number 29A-988.XX going in the opposite direction at the entrance to the elevated Ring Road 3 (opposite house number 8 Pham Hung, Hanoi ).

At that time, many people tried to warn the driver of car 29A-988.XX to stop because going the wrong way was very dangerous. However, the driver continued driving until another truck blocked the road.

Discovering the incident, the working group of Traffic Police Team No. 6 (Traffic Police Department of Hanoi City Police) who were on patrol duty on the route quickly arrived and prevented the car driver from leaving to continue working.

The driver's identity was clarified as Tran Duc H. (born in 1959, residing in Noi Bai commune, Hanoi) and the alcohol test results showed a very high violation level of up to 1,263mg/L of breath (more than 3 times higher than the maximum limit according to regulations).
According to Traffic Police Team No. 6, driver H. violated traffic laws while driving on the road after consuming alcohol. In addition, with the traces left on the vehicle, specifically the two right tires that were blown out, the unit is verifying to clarify whether the car had previously been involved in a collision or violated traffic safety laws.
