The Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT&TKCN) of the Ministry of Construction said it has directed its affiliated units and localities to urgently and drastically deploy the response plan for storm No. 3 (WIPHA), ensuring the safety of lives, property, and technical infrastructure and traffic activities nationwide.
According to a quick report, as of 7:00 a.m. on July 20, 2025, the road and railway sectors were still operating normally, with no direct impact of storm No. 3 recorded. The Hanoi - Ho Chi Minh City railway route was still open.
The Vietnam Maritime and Waterways Administration has consecutively issued 3 urgent dispatches No. 3121/CD-CHHDTVN, 3150/CD-CHHDTVN and 3151/CD-CHHDTVN requesting units to deploy storm response scenarios and heavy rain circulation, especially in key seaport areas such as Quang Ninh, Hai Phong, Thai Binh , where storms are likely to make direct landfall.
The Departments of Construction, Traffic Safety Committees of the Northern provinces and their affiliated units have been asked to prepare plans for disaster prevention and control, assign specific tasks and be on duty 24/7.

By 7:00 p.m. on July 20, at seaport areas in Quang Ninh, Hai Phong, Thai Binh, etc., port businesses had temporarily stopped handling cargo to implement storm prevention measures. Local maritime port authorities have counted, counted, and strictly managed all ships entering and leaving ports, maintaining regular contact to guide vehicles to avoid dangerous areas.
A total of 388 vessels are anchored at 8 seaport areas from Quang Ninh to Thua Thien - Hue, including 178 seagoing vessels and 210 VR-SB inland waterway vehicles.
Faced with the emergency situation, the Ministry of Construction has directed the entire system to be on duty 24/7 to closely monitor the developments and movement of storm No. 3, ensuring readiness to respond in all situations.
At the same time, units are required to inspect and review vehicles, equipment, warehouses, and technical infrastructure works at risk of being affected; proactively deploy measures to protect the safety of people, vehicles, and works within the assigned management scope.
