Seize the golden time for the 2025 mission

Every day is a golden time, therefore, departments, branches and each locality must accelerate with the highest sense of responsibility, thereby completing the double-digit growth target that the Government has assigned to Dong Nai province.

Accelerate to the finish line

In 2025, despite many difficulties, Dong Nai province has witnessed a strong rise, through specific results in socio -economic development, ensuring national defense and security, Party building and government building. With continuous efforts in the first quarters of 2025, Dong Nai has continued to consolidate its position as one of the provinces and cities with high growth rates, leading in budget revenue, goods export and investment attraction, and administrative reform has improved a lot. These are optimistic signals for Dong Nai to have more confidence and motivation to complete the double-digit growth target in 2025, as assigned by the Government.

According to comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, entering the implementation of the tasks in 2025, Dong Nai province has quickly identified the difficulties and pressures, thereby having high determination in the actions of the entire political system, people and business community. With the spirit of daring to think, daring to do, daring to take responsibility, especially the motto "6 clear": clear people, clear work, clear time, clear responsibility, clear products, clear authority, the socio-economic development situation of the province in each passing quarter has shown a spirit of improvement.

In particular, in the third quarter, Dong Nai's GRDP growth reached 10.18%, helping the province rise to the group of 3 provinces and cities nationwide with the highest growth rate in the third quarter. This is considered the quarter with the strongest growth results of the province in many years, and at the same time contributed to "pushing" the average growth of the province in the first 9 months of 2025 to 8.86%. With the signal that GRDP growth in the following quarter is always higher than the previous quarter, Dong Nai has confidence in realizing the growth target of 10% in 2025 as assigned by the Prime Minister.

Highly focused on completing the 2025 targets
The targets and tasks set by the Provincial Party Committee for 2025 are still numerous, the difficulties and challenges ahead are enormous, requiring a high level of determination to complete them. In addition, the implementation of the Resolution of the 1st Congress of the Provincial Party Committee of Dong Nai for the 2025-2030 term is an urgent requirement, requiring drastic and effective implementation right from the first days of the term, thereby helping Dong Nai to have rapid and sustainable development steps in the new era.

Contributing to the positive growth picture in the first 9 months of the year are the increase in all production sectors, stable exports, bringing a large trade surplus of more than 6.5 billion USD. Not stopping there, with the advantages of increasingly synchronous and modern infrastructure, Dong Nai is assessed to continue to be the focus of attracting domestic and foreign investment, in which domestic investment capital reached about 124 trillion VND and foreign investment reached over 2.4 billion USD. These are important factors that help the province to soon complete the budget revenue target set for 2025. Specifically, as of early October, the province's budget revenue reached over 66.3 trillion VND (equal to 94% of the estimate assigned by the Prime Minister and 89% of the estimate approved by the Provincial People's Council).

It is forecasted that in 2025, Dong Nai can reach a new milestone in budget revenue of 100 trillion VND, far exceeding the figure assigned by the Central Government. There are many positive grounds for this forecast. That is, a series of large infrastructure projects are in the final stages of implementation, especially the Long Thanh International Airport Project, many projects have been put into operation and many new projects have started construction. On the other hand, the province is resolutely implementing the auction of public land to create investment capital, many long-standing backlog projects are also being gradually resolved to quickly put resources into service of development.

Tighten responsibility

With the growth rate of 10.18% in the third quarter and the average of 8.16% in the first three quarters of the year, to achieve the growth target of 10% for the whole year of 2025, the growth rate in the fourth quarter must reach over 12%. According to some officials working in the investment sector of the province, the growth target of 10% for 2025 is very difficult, but it is completely possible to achieve if the entire political system makes maximum efforts, focusing on putting resources into serving development, especially public investment capital resources to complete key infrastructure projects early.

The forecast that the province can achieve the 10% growth target is also based on the growth rate of each quarter that has been continuously increasing, each quarter is better than the previous one. Specifically, the first quarter grew by 7.37%, the second quarter by 9.26%, and the third quarter by 10.18%. In the fourth quarter alone, the growth rate is forecast to continue to increase strongly, possibly reaching 15-16%, due to the need to focus strongly on completing the targets set for the whole year.

To achieve high growth rates in the fourth quarter and at the same time complete the 10% growth target for 2025, the entire political system must coordinate more drastic and stronger actions in the final months of the year. The spirit of determination will not only be expressed in words but must be proven by concrete results.

In August 2025, the rate of files resolved correctly and before the deadline of the province reached 98.97%, the satisfaction index of people and businesses reached 17.39/18 points. This result ranked Dong Nai 3rd out of 34 provinces and cities in August, rising to the top of the country in September in terms of administrative reform index and provision of public services to people and businesses.

According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc, with the determination to achieve the growth target of 10% for the whole year of 2025, creating the premise for the period 2026-2030, continuously achieving double-digit growth, in the remaining time of 2025, Dong Nai province will focus on accelerating the disbursement of public investment capital. The results of public investment capital disbursement are also the key "key" to promote high growth. The province will apply the "green channel" mechanism in appraisal, shortening administrative procedures for projects. On the other hand, all tasks and projects must set out a specific and detailed gantt schedule for completion to have a basis for implementation and handling of units and leaders who do not complete assigned tasks.

Along with promoting the disbursement of public investment capital, striving to achieve 100% of the assigned targets, the province will continue to review revenue sources, ensure correct and sufficient collection, avoid loss and waste of revenue sources, thereby increasing budget revenue. In addition, it is necessary to continue supporting businesses to boost production and increase the value of goods. These are also the solutions for the province to be able to complete the budget revenue target of 100 trillion VND in 2025. In particular, it is necessary to speed up the progress of land auctions, continue to review and supplement the list of other land plots eligible for auction, with the goal of collecting 21 trillion VND in the last 3 months of the year.
