The overall goal of the project is to enhance digital transformation in ethnic affairs to realize e-Government, towards digital Government in state management agencies, and at the same time develop digital economy and digital society in ethnic minority areas. The project also aims to preserve and promote the fine cultural identity of ethnic minorities, promote national digital transformation, and contribute to ensuring social security and sustainable development.

Specific goals by 2025 include completing the legal framework, mechanisms, and policies on digital transformation in the field of ethnic affairs; developing a plan to implement the Project and operate the Data Center at the Committee for Ethnic Affairs (CEMA). By the 2026-2030 period, the Project aims to achieve comprehensive digitalization in processing records and documents, with 100% of leaders of the CEMA using personal digital signatures and 70-80% of leaders of provincial and district-level ethnic affairs agencies applying digital technology in their work.

Digital transformation promotes digital economy and digital society

The project emphasizes the role of digital transformation in socio-economic development in ethnic minority areas. In particular, major goals include training and education on digital transformation for at least 50% of enterprises, cooperatives and ethnic minority household economies. In developing a digital society, 80% of village, hamlet, and commune chiefs and prestigious people in the community need to be trained in digital transformation and digital technology application.

At the same time, the Project aims for 50% of OCOP (One Commune One Product) subjects to be ethnic minority households participating in the digital economy. This not only contributes to increasing labor productivity, but also promotes economic integration and improves the lives of people in remote areas.

To effectively implement Decision 1087/QD-TTg, the Ethnic Committee has issued detailed instructions, requiring localities to develop plans to implement the Project in accordance with the actual situation. Localities need to closely follow the objectives and tasks of the Project, and at the same time integrate this content into existing programs and projects to avoid duplication and waste of resources.

Specifically, provinces and centrally-run cities need to direct provincial ethnic affairs agencies to coordinate with departments and branches such as the Department of Information and Communications and the Department of Finance to determine appropriate tasks and solutions. In the process of developing plans, it is necessary to review national information systems announced by the Ministry of Information and Communications to ensure consistency and avoid duplication.

In addition, the Ethnic Committee also requires localities to clearly assign responsibilities, determine specific results and implementation time. The allocation of financial and human resources is a key factor to ensure that the tasks and solutions set out in the plan are implemented on time and with high quality.

One of the important principles of the Project is to ensure consistency between objectives, tasks and solutions. Each objective must have specific tasks and solutions to achieve the desired results. In particular, localities do not propose to build new information systems that are already in existence or are being deployed, unless additional functions are needed according to actual needs.

In addition, localities need to effectively exploit national digital platforms and ensure connectivity and consistency with national target programs for socio-economic development in ethnic minority and mountainous areas.

Ensure resources

The Committee also emphasized the role of mobilizing human and financial resources to implement the Project. Localities need to arrange a team of qualified and experienced professionals to implement digital transformation activities, and closely coordinate with relevant departments and branches to ensure the effectiveness and feasibility of the plan.

During implementation, it is necessary to pay attention to integrating the contents of the Project with other programs and projects in a reasonable manner, avoiding overlapping tasks, while ensuring compliance with legal regulations.

The guidelines from the Committee for Ethnic Minorities are considered a guideline for localities in the process of implementing the Project. This is a strategic step, contributing to promoting the national digital transformation, especially in ethnic minority and mountainous areas.

The synchronous and consistent implementation between all levels will create a solid foundation for sustainable development of localities, improve people's lives and preserve the unique cultural values ​​of ethnic minorities. The project also opens up great opportunities for ethnic minority areas to catch up with technological trends and rise up in the integration period./.
