The conference was held in a combination of live and online formats, connecting from the main bridge at the Academy of Posts and Telecommunications Technology to bridges across the country.
In his opening speech, Deputy Minister of Education and Training Nguyen Van Phuc said: In recent times, the Politburo has issued resolutions and conclusions of a breakthrough nature, demonstrating the strategic vision for comprehensive and long-term development of the country in the new era. Education and training, together with science and technology, are facing new requirements that need to be breakthroughs for the country's rapid and sustainable development.
The State plays a role in creating, planning institutions and policies, creating a favorable legal environment to encourage linkages and knowledge transfer, and investing in the State budget. Schools are not only places for training, but also centers for knowledge creation, scientific research and technology transfer, which need to be encouraged, more closely linked with businesses, and invested more to meet practical and market needs.

Implementing the "3-house" cooperation model
On the business side, Deputy Ministerof Education and Training Nguyen Van Phuc said that this is not only a place to use human resources trained by schools, but also a place to apply, deploy, and commercialize research results, and is the most important partner of schools.

“Tripartite” cooperation is also a prerequisite for Vietnam to build interdisciplinary innovation centers, industrial and academic clusters, and gradually form a national innovation ecosystem. This is a direction in line with the requirements of Resolution 57, and at the same time, it is a way to concretize the spirit of action in Resolution 68 and Resolution 59 on developing innovative private enterprises and proactive and comprehensive international integration.
The Resolutions have created a breakthrough in the cooperation of the "three houses" through the creation of an innovative value chain, from ideas, research, application, and commercialization. Thereby, contributing to shortening the gap between training and practice, between science and the market; creating an environment for businesses to transform knowledge into products, schools to change their functions, and the State to change from management to companionship.
At the conference, representatives of several units under the Ministry of Education and Training presented human resource development projects that are being implemented. Representatives of training institutions also contributed many recommendations to improve mechanisms and policies, promote the development of high-quality human resources, linked to labor market needs, and at the same time enhance research capacity, innovation and application of science and technology in schools.
At this conference, the Ministry of Education and Training focused on implementing four key projects that have just been approved by the Prime Minister, including: Planning the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050; Project on training human resources to serve high-tech development for the 2025-2035 period and orientation to 2045; Project on developing a system of excellent training centers and talents in technology 4.0 by 2030; Project on training and fostering human resources to serve nuclear power development by 2035.
The implementation of these key projects will contribute to strengthening the connection between subjects in the education, science and technology ecosystem, creating a solid foundation for the development of high-quality human resources, meeting the requirements of the country's industrialization and modernization process.
