Strengthening inspection and supervision contributes to the successful implementation of the 19th Provincial Party Congress resolution.

During the process of leading the revolution, our Party and President Ho Chi Minh paid special attention to the role of inspection and discipline maintenance of the Party. Inspection and supervision work is one of the leadership functions of the Party, ensuring that the goals, ideals, Political Platform, and Party Statutes are implemented seriously and effectively; improving the Party's leadership capacity and fighting strength; and consolidating the people's trust in the Party. President Ho Chi Minh once advised: "Only through inspection can we mobilize the positive spirit and great strength of the people, clearly know the capacity and shortcomings of cadres, and promptly correct and help them." He pointed out that "Nine-tenths of the shortcomings in our work are due to lack of inspection"; inspection work "contributes to strengthening the Party in ideology and organization."

Identifying the significance and importance of the Party's inspection and supervision work for the 2020-2025 term, the Provincial Party Executive Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee always pay special attention to leading, directing, implementing the inspection, supervision and enforcement of Party discipline for Party committees, Party organizations, and inspection committees at all levels in the entire Party organization. Thereby, contributing to the successful implementation of the goals of the Resolution of the 19th Provincial Party Congress for the 2020-2025 term and the Resolution of the 13th National Party Congress.

Some outstanding results of inspection, supervision and party discipline enforcement work

Before implementing the policy of rearranging and merging the organizational apparatus of the political system, Cao Bang Provincial Party Committee had 15 subordinate party committees (including 10 district and city party committees; 05 equivalent party committees); 507 grassroots party organizations (244 grassroots party committees, 263 grassroots party cells); 11 departmental party committees; 2,724 party cells directly under the grassroots party committee.

In the leadership and direction work, Cao Bang Provincial Party Committee seriously organized conferences to disseminate, propagate, and implement the study of resolutions, directives, conclusions, regulations, decisions, and instructions of the Central and the province on inspection, supervision, party discipline, and control of assets and income. Thereby helping Party committees, Party organizations, and Inspection Committees at all levels in the Provincial Party Committee to have an increasingly deep understanding of the position, role, and importance of inspection, supervision, and enforcement of party discipline. From there, they paid attention to leading, directing, and implementing inspection and supervision tasks in accordance with regulations and had many positive changes.

Conference to review the work of inspection, supervision and Party discipline enforcement for the 2020-2025 term

In the 2020-2025 term, the Provincial Party Standing Committee directly inspected 100 party organizations and 138 party members, including many comrades holding key positions in departments, branches and localities. The inspection content focused on the leadership and direction of the implementation of resolutions and directives of the Central Committee, national target programs for the period 2021-2025, disbursement of public investment capital, as well as the implementation of key programs and breakthrough contents to implement the resolution of the 19th Provincial Party Congress. Directed Party committees at all levels, districts and grassroots levels to conduct inspections of nearly 4,650 party organizations and over 8,700 party members. Through assessment, basically all organizations and individuals performed their tasks well. Of which, over 99% of inspected party organizations and party members strictly complied with the Party's regulations. Only 07 party members were disciplined, accounting for a very low rate. The violations mainly involved shortcomings in implementing working regulations, the principle of democratic centralism, ethics, lifestyle and exemplary responsibility.

During the past 5 years, Party committees and Inspection Commissions at all levels have proactively grasped the situation, promptly detected and inspected Party organizations and Party members when there were signs of violations, especially in sensitive areas such as environmental resources, health care , and the purchase of medical equipment for COVID-19 prevention and control. The Inspection Commission has carried out the tasks of inspecting, supervising, enforcing Party discipline, and inspecting Party finances for 1,636 Party organizations (an increase of 188 organizations compared to the previous term). Through inspection, the majority of Party organizations have performed their tasks well, however, 53 organizations have not done a good job of inspection and supervision; 52 organizations have not fully performed their tasks; 30 organizations are weak in directing the activities of the Inspection Commission; 3 organizations have limitations in building the apparatus. All are required to overcome.

Regarding the inspection of the implementation of discipline in the Party, the Inspection Commission inspected 601 Party organizations (an increase of 498 organizations compared to the previous term), concluding that 562 organizations (93.5%) did well in the implementation of discipline; 39 organizations (6.5%) did not do well, and were asked to learn from experience and make improvements. The financial inspection was conducted at 248 Party organizations (an increase of 124 organizations), and the collection, expenditure, and management of Party fees were inspected at 1,559 organizations (an increase of 372 organizations). Most of them complied with regulations, however, there were 2 organizations that violated financial spending, and were asked to recover, account, and handle according to regulations.

Not only focusing on inspection, detection and handling of violations, Party committees and Inspection Committees at all levels have strengthened the implementation of supervision work - an important function, helping to prevent from afar and give early warnings of signs of violations by Party organizations and Party members. Supervision work is deployed regularly and thematically. In regular supervision, the Provincial Party Standing Committee and Party committees at all levels have assigned members to be in charge of each locality and field; focusing on effectively supervising key contents such as implementing the two-level local government model, arranging administrative units... As a result, Party committees at all levels have supervised over 2,260 Party organizations and nearly 5,500 Party members; Inspection Committees at all levels have supervised nearly 1,500 organizations and over 2,700 Party members, a sharp increase compared to the previous term. Through supervision, 6 cases of Party members with signs of violations were promptly detected, reminded, corrected and transferred for inspection.

Party committees and inspection committees at all levels have resolved complaints against 75 party members, including 31 committee members. The main contents are related to moral qualities, lifestyle, party member standards, violations of principles, exemplary responsibilities, etc.

The above figures not only reflect the strictness in the Party's disciplinary enforcement work, but also show the great pressure and responsibility placed on the shoulders of the Party Inspection sector. In that context, the work of building the sector has always received special attention and focus from Party committees at all levels and Inspection Committees at all levels, considering this a key factor to improve the quality and effectiveness of assigned political tasks.

In particular, 2025 is the year of drastic focus on restructuring the apparatus according to the Party's policies and resolutions. After the restructuring process, up to now, the whole province has 60 Party Committees directly under the Provincial Party Committee; 408 grassroots Party organizations and nearly 2,400 affiliated Party cells, with over 63,000 Party members. Party committees at all levels have developed plans and organized Party Congresses at the grassroots, commune, ward, affiliated Party Committees and the 20th Provincial Party Congress, term 2025 - 2030. Therefore, the work of inspection, supervision and Party discipline has been carried out strongly and effectively, contributing to ensuring the completion of the restructuring progress and the successful implementation of Party Congresses at all levels in the province.

It can be said that the innovation in the inspection and supervision work of the Provincial Party Committee has contributed to building the Party, building a clean and strong political system, consolidating trust and close relationships between the Party and the people, creating favorable conditions for the Party Committee and people in the province to focus on socio-economic development, successfully implementing the resolutions set forth by Party Congresses at all levels.

New term – determined to innovate and improve the quality of inspection and supervision

Implementing the Central Committee's direction, Cao Bang Provincial Party Committee clearly identified key tasks in the coming term, emphasizing: improving the quality of inspection of party organizations and party members when there are signs of violations; strengthening thematic supervision, ensuring orientation and depth. At the same time, continuing to innovate the content and methods of inspection and supervision in a proactive, timely, effective manner, suitable to local realities and requirements of Party building in the new period.

Party committees, party organizations, and inspection committees at all levels continue to lead, direct, and organize the implementation of inspection and supervision tasks well according to the provisions of the Party Charter. Pay attention to propagating and thoroughly understanding resolutions, directives, conclusions, decisions, regulations, statutes, and instructions on the Party's inspection, supervision, and discipline work; and the control of assets and income. Proactively review, amend, supplement, and promulgate regulations, statutes, and procedures on the Party's inspection, supervision, and discipline work. Immediately after the Party Congress for the 2025-2030 term, Party committees and inspection committees at all levels promptly promulgate the Working Regulations of the Inspection Committee; the term and annual inspection and supervision programs, and organize their implementation. Select inspection and supervision contents with focus and key points, closely following the major tasks being implemented by the Central Government, the province, the locality, and the unit. Pay attention to training, fostering and coaching so that the team of cadres doing inspection work at the grassroots level can quickly grasp the content of the work to advise on implementation. Party committees at all levels continue to direct the Inspection Commissions at all levels to implement the guidance of the Politburo, the Secretariat and the Central Inspection Commission on the Strategy on inspection, supervision and Party discipline work until 2030; improve the quality and effectiveness of inspection and supervision work of Party committees, Party organizations and Inspection Commissions at all levels and attach importance to improving the effectiveness of inspection and supervision right from the Party cells to promote the voluntary role of cadres and Party members in implementing the Party's guidelines and policies, the State's laws and performing assigned tasks.

Resolutely, regularly, comprehensively and synchronously deploy inspection, supervision and party discipline work; shift the focus to the work of preventing and warning violations, and monitoring the Party's Resolutions, directives and conclusions and the Provincial Party Committee's implementation documents in all fields; inspect and supervise to warn, prevent and keep party organizations and party members from going astray, so that the Party's guidelines and policies are implemented seriously and effectively right from the time they are issued; proactively grasp the situation, not leaving "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach; link inspection and supervision work with power control. Closely coordinate and improve the effectiveness of the Party's inspection and supervision work with supervision, inspection and investigation, prosecution and trial of law enforcement agencies. Continue to build and perfect the team of inspection officers at all levels to meet the requirements of the task; Pay attention to training, fostering, planning, rotating, and mobilizing leaders of all sectors and levels to do inspection work and inspectors to work in other sectors for training and fostering. Promote digital transformation according to the plan of the Central Inspection Commission and the plan to implement the Digital Transformation Project in provincial party agencies of the Provincial Party Committee to gradually shift inspection and supervision work from traditional methods to "data-based supervision, data-based inspection" according to the direction of the Central.

Looking back at the 2020-2025 term, the inspection and supervision work of Party Committees at all levels in the province has achieved many important results, contributing to maintaining political stability and promoting socio-economic development. Entering the new term, with the spirit of proactiveness, creativity, discipline and responsibility, we believe that Party Committees and Inspection Commissions at all levels will continue to promote the strength of inspection and supervision, creating a solid "shield" for the Party Committee to become increasingly clean and strong. That is the foundation for the entire Party, the entire people and the entire army to firmly step on the path to successfully implementing development goals in the new period.
