Strengthening water resources management

Accordingly, the District People's Committee assigned the Department of Natural Resources and Environment to guide organizations and individuals operating in the field of water resources to prepare dossiers to request licenses for underground water exploration before constructing exploitation works; to grant licenses for exploiting and using surface water, underground water, and practicing underground water drilling.

Promote propaganda and dissemination to raise public awareness of the responsibility for managing, protecting, exploiting, and using water resources economically and effectively. Make a list of organizations and individuals that are required to have a license; must register to exploit and use water resources and send it to the Department of Natural Resources and Environment before September 15, 2023.

The district police have strengthened their grasp of the situation, detected, promptly inspected, and strictly handled organizations and individuals violating the law on water resources and environmental protection in production and business activities.

People's Committees of communes and towns regularly propagate, disseminate and educate about laws on water resources; mediate and resolve disputes on water resources according to their authority.

Mobilize, propagate, and guide small-scale livestock farms and households to invest in livestock waste treatment systems using biogas tanks; agricultural product processing facilities to build wastewater treatment systems before discharging into the environment; mobilize people to collect and treat packaging and pesticides according to regulations; propagate compliance with regulations within the scope of the sanitary protection zone of the domestic water intake area.

Strictly implement the commitments of the Chairmen of the People's Committees of communes and towns with the Chairman of the District People's Committee on strengthening the role and responsibility in resource management and environmental protection in 2023. Be responsible before the law and the Chairman of the District People's Committee if there is illegal exploitation, use, and drilling of underground water, and discharge of waste causing pollution.

Organizations and individuals engaged in exploration, exploitation, discharge of waste into water sources, and drilling for underground water may only exploit and use water resources when licensed or registered by a competent state agency. Exploiting water for domestic water supply purposes must establish sanitary protection zones according to regulations.

Conducting investigation, survey, exploration, and drilling for underground water exploitation must have a License to practice underground water drilling, with written notification to the specialized agency where the exploitation project is located.

The owner of the hydroelectric and irrigation reservoir shall develop a plan to mark the water source protection corridor and submit it to the Provincial People's Committee for approval; organize the marking and hand over the boundary markers to the People's Committee of the commune where the reservoir is located for management and protection. Maintain the minimum flow after the dam to ensure the value specified in the granted Surface Water Exploitation and Use License.
