Strengthening effective implementation of co-management in aquatic resources protection

Protect aquatic resources for sustainable agricultural development.

With the theme "Co-management in aquatic resources protection for community livelihoods - joining hands for a green and sustainable fisheries sector", co-management activities are considered an important strategy, mobilizing the participation of people, communities and organizations in the conservation and development of local aquatic resources. Based on Official Dispatch No. 2338/BNNMT-TSKN dated May 23, 2025 of the Ministry of Agriculture and Environment, the Provincial People's Committee has directed the Department of Agriculture and Environment to take the lead in coordinating with relevant sectors and localities to carry out key tasks. At the same time, develop and complete the Co-management Project as a legal basis for implementation in the province.

To effectively promote co-management, the Provincial People's Committee focuses on strengthening propaganda and training. Specifically, organizing lively communication programs suitable to local conditions and customs; integrating aquatic resources protection into community activities, organizing contests, broadcasting news on television and radio. Encouraging the establishment of community organizations assigned with co-management rights. Providing technical and legal support so that people can confidently participate in protecting the resources where they live. Arranging and mobilizing resources, prioritizing the use of local budgets and increasing the attraction of socialized resources, sponsorship from international organizations, businesses... to practically implement co-management.

The Provincial People's Committee assigned the Department of Agriculture and Environment to guide, inspect, summarize the situation and advise the Provincial People's Committee to effectively implement the policy. Relevant units, especially the district, coastal commune and estuary authorities, need to work closely together to mobilize maximum participation of the people. Through promoting co-management, the province aims at the long-term goal of protecting and restoring the aquatic ecosystem, ensuring a stable source of livelihood for fishermen and preserving a clean and green estuary marine environment.

In the context of climate change, overexploitation and increasingly serious environmental pollution, joining hands to protect aquatic resources is not only a responsibility but also a practical action for the future of the community and the sustainable development of the province's agricultural sector.

According to Official Dispatch No. 2338/BNNMT-TSKN of the Ministry of Agriculture and Rural Development on continuing to strengthen the organization of co-management in aquatic resources protection, after 1 year of implementation and synthesizing results from provinces and centrally run cities, most localities have paid attention and directed to strengthen the synchronous implementation of management in aquatic resources protection. In particular, propaganda and training for the community are carried out synchronously in localities. In 2024, 8 community organizations were recognized and assigned the right to implement co-management in aquatic resources protection. The total number of community organizations participating in co-management to date is 69 organizations in 13 provinces and centrally run cities.

Official dispatch No. 2338/BNNMT-TSKN of the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and centrally run cities to direct departments, branches, and local authorities to fully implement the regulations on the responsibilities of provincial-level People's Committees related to co-management in protecting aquatic resources as prescribed in Clauses 4 and 5, Article 72 of Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government detailing a number of articles and measures to implement the Law on Fisheries. Fully implement the main tasks and key plans of the People's Committees of provinces and centrally-run cities in Official Dispatch No. 2770/BNN-KN dated April 16, 2024 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment), in which, it is recommended to urgently develop and approve the Project on co-management in protecting aquatic resources in the province, creating a legal basis and synchronously implementing co-management locally.
