New home joy everywhere
"Up until now, I never dared to think that I would have the conditions to build a new house to live in. Fortunately, with the help of local authorities, relatives, and neighbors, my family has a new, solid house," Ms. Hoang Thi Thinh (Minh Thanh village, Muong Lai commune, Lao Cai province, wife of a martyr) shared after receiving support from the program to eliminate temporary and dilapidated houses.

In Tuyen Quang , the family of Mr. Ban Van Hoan (Dao ethnic group, Khuon Pong village, Chiem Hoa commune) is a particularly poor household. After more than 20 years of living in a temporary house, in March 2025, his family received support to build a new house under the program to eliminate temporary and dilapidated houses.
Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, recently chaired the 12th meeting of the Council to evaluate the results of emulation and reward work in the first 6 months of 2025 and set out key tasks for the last 6 months of the year.
Here, the Prime Minister assigned the Ministry of Ethnic Minorities and Religions to preside over and closely coordinate with the Ministry of Home Affairs, the Central Committee of the Vietnam Fatherland Front and relevant ministries, branches, agencies and localities to organize a summary of the implementation of the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses in 2025, to be completed before August 31, 2025.
The house covers an area of over 70 square meters, with a construction cost of over 200 million VND. In addition to the State's support, his family also received support from officials and employees of the Provincial Party Committee's Internal Affairs Committee and the Provincial Red Cross Society, and philanthropists; and nearly 100 union members and people in the village and commune contributed to leveling the ground, digging the foundation, and building the house.
After many years of living in poverty, the old house of Mr. Dinh Van Hoi (Ba He village, Son Tay Ha commune, Quang Ngai province) was dilapidated. With the support of the State and the cooperation of local authorities and people, the dream of a solid home has come true.
"I never dared to dream of having a house this beautiful. Now that we have a new house, my wife and I will be able to work with peace of mind and try to escape poverty," Mr. Hoi said excitedly.
In a house that still smells of new paint, Mrs. Son Sa Qui (Ca Vinh hamlet, Hung Hoi commune, Ca Mau province) expressed: "Before, my house was built with temporary trees and leaves, just enough to block the sun, every time it rained heavily, the house leaked everywhere. I'm old, I don't make enough to eat so I don't have money to repair it. Now, with support for a new, spacious house, my family is very happy."
Arriving at the entrance of Cay De village, Thuan An commune, Hanoi city, asking for Mrs. Nguyen Thi Nhan's house, the answer received was: "Did Mrs. Nhan just build a house?".
Mrs. Nhan is a bit confused. She has been living alone in an old house, where she can see the sky through the tiled roof. For many years, to avoid leaks, her relatives have covered the roof with tarps. But whenever there is a heavy rain or storm, her relatives urge her to take shelter in a neighbor’s house for fear that the house will collapse.
With the support of the State and the contributions of relatives, in May 2025, Ms. Nhan completed the construction of a new, spacious house, one yard away from the old house.
"No matter how big the storm is now, our family is still at ease and doesn't have to urge Mrs. Nhan to take shelter anymore," said Mrs. Nguyen Thi Chuyen, Mrs. Nhan's cousin.
Many localities are ahead of schedule.
According to the report of the Ministry of Ethnic Minorities and Religions, the standing agency of the Central Steering Committee for Eliminating Temporary and Dilapidated Houses, by July 8, 2025, localities across the country had supported the elimination of 264,522 temporary and dilapidated houses, of which 229,328 were inaugurated; 35,194 houses were started and under construction.

This means that more than 264 thousand households nationwide have, are, and will enjoy the joy and peace of living in new houses, renovated and repaired houses...
The program to eliminate temporary and dilapidated houses nationwide (Program) includes 3 contents: Housing support for meritorious people with housing difficulties guaranteed by the State budget; housing support for people according to National Target Programs; support for poor and near-poor households to eliminate temporary and dilapidated houses according to the Program to support the elimination of temporary and dilapidated houses launched by the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front on October 5, 2024 (Launch Program).
The program has been constantly changing its completion date. Initially, the deadline was shortened 5 years earlier than the original plan, from 2030 to 2025. Then, the deadline was moved from December 31, 2025 to October 30, 2025. Up to now, the target has been set to complete the elimination of temporary and dilapidated houses for people with meritorious services and relatives of martyrs by July 27; and complete the elimination of temporary and dilapidated houses nationwide by August 31.
Reporting at the 6th meeting of the Central Steering Committee for Eliminating Temporary and Dilapidated Houses on July 9, Deputy Minister of Ethnic Minorities and Religions Nong Thi Ha said that so far, 18/34 localities have completed the Program (reaching 52.9%), including: Hanoi, Lai Chau, Son La, Lao Cai, Quang Ninh, Bac Ninh, Hai Phong, Hung Yen, Ha Tinh, Quang Ngai, Khanh Hoa, Dong Nai, Ho Chi Minh City, Tay Ninh, Dong Thap, Vinh Long, An Giang, Can Tho.
It is expected that on July 18, 2025, Hue City will announce the completion of the target, bringing the total number of localities completing the elimination of temporary and dilapidated houses to 19/34 localities.
Regarding funding for the Program, the total mobilized resources (central budget, local budget, social mobilization) up to this point is over 17,802 billion VND; attracting more than 113.4 thousand participants, contributing a total of over 1 million working days. The total source of 5% savings on regular expenditure in 2024 allocated to support localities in implementing the Program is over 4,558 billion VND.
Many good models, effective ways
According to the assessment of the Central Steering Committee, the above outstanding results were achieved thanks to the close direction from the Central Government, the rapid and highly responsible participation of authorities at all levels, ministries, departments, branches, agencies, organizations, forces, businesses, people, etc.
Many localities have good ways of doing things. Some localities with conditions such as Ho Chi Minh City, Hanoi, Bac Ninh, Dong Nai… have supported many other provinces with funding to implement the Program.
Many localities mobilized up to 80% of socialized resources, combined with local resources, proactively increasing the level of support for households. Many localities were flexible in handling land-related issues; implementing contracts and assigning each provincial official to be in charge of a poor commune to ensure effective implementation of the Program.

Sharing his experience, Secretary of Thai Nguyen Provincial Party Committee Trinh Viet Hung said that during the implementation process, the province has flexibly granted land use rights to poor and near-poor households. Previously, due to limited awareness, households did not apply for land use right certificates.
In Tay Ninh, for households without land, the province proactively arranges public land funds and builds new residential areas with synchronous infrastructure investment.
According to the central area standard, each house is 32 square meters wide, but the province has increased the area to 42 square meters to ensure better living conditions for households. When handing over the houses, the province also gave away televisions, electric fans, rice cookers, clean water tanks and water treatment systems.
A highlight of the Program is the spirit of mutual love. In many localities, people are willing to contribute labor, materials, and land to help their neighbors have solid roofs. For example, in Tuyen Quang province (old), dozens of households voluntarily donated land to help poor families have a place to build houses.
In the old Yen Bai province, in the highland villages, building a house is not just a private matter of each household, but "a common matter of the whole village". When a household starts building a house, the village chief will announce it, some people contribute labor, others bring bamboo, wood, and roofing sheets. Women cook, young men carry materials, and village elders encourage and direct.
In remote communes lacking workers and people, regular soldiers and police "camp out" with the people to build houses. Every week, 5-7 police and militia working groups are on duty at construction sites, not only supporting the workday but also providing technical guidance and ensuring labor safety.
On average, each locality needs to do 26 houses per day.
Together with localities, according to its functions and tasks, the Ministry of Construction has advised the Prime Minister to issue Decision No. 21/2024/QD-TTg dated November 22, 2024 on the level of support for new construction or renovation and repair of houses for people with revolutionary contributions, martyrs' relatives and the rate of allocation of support capital from the central budget, the rate of counterpart support capital from the local budget for the period 2023 - 2025.
The Ministry should soon issue guidelines on criteria for identifying temporary and dilapidated houses as a basis for identifying beneficiaries; guide localities in researching and designing some typical houses, ensuring technical requirements, quality, efficiency, and suitability with the culture, customs and practices of each locality...
Up to this point, 16/34 provinces and cities have not completed the project. The remaining number of houses to be implemented is 25,232, including 18,799 under construction and 6,433 not yet started. To complete the target on time, each locality needs to implement an average of 26 houses per day.
Support more than 32 thousand houses for meritorious people
According to the Ministry of Construction, implementing Decision No. 21/2024/QD-TTg, localities have approved the Project for people with revolutionary contributions and martyrs' relatives in need of housing support according to regulations, with a total of 43,685 households (including 17,619 newly built households and 26,066 repaired households), equivalent to about 1,682 billion VND in support from the central budget and about 158 billion VND in support from the local budget.
According to the quick reports of localities, as of July 11, 2025, the actual review data was 37,515 households, a decrease of about 6,170 households compared to the approved Project data and a decrease of about 12,925 households compared to the data sent to the Ministry of Finance for capital allocation for implementation.
The reasons are that households have received support from other programs; households have received support from local authorities; households after review are no longer in compliance with regulations...
As of July 11, 2025, localities have provided support to 32,398/43,685 households of the total Project (including 29,221 completed households and 3,177 households being supported), reaching 74.2%; reaching 86.4% according to actual data (32,398/37,515 households). The remaining 5,717 households have not yet started construction.
