Mr. Nguyen Van Thang informed that in the third quarter alone, our country had to endure 8 storms, 4 consecutive major storms in September alone. Especially storm No. 10 with very strong winds, wide range of influence, long storm duration, accompanied by heavy rain, caused severe damage, the total damage is estimated incompletely at over 16,500 billion VND.
In that context, the whole system has made great efforts, proactively and promptly responded effectively to the situation and sudden problems that arose, completing a very large and complicated amount of work in a very short time. The socio -economic situation in the first 9 months continued to grow positively, achieving many important, outstanding and comprehensive results.
" GDP growth in the third quarter is estimated at 8.22% over the same period. If excluding 2022 with the recovery growth rate due to the COVID-19 pandemic, this is the highest growth rate in the same period since 2011 ," the Minister of Finance stated.
In the 8.22% growth rate of GDP in the third quarter, the growth of added value of the agriculture, forestry and fishery sector was 3.74%, the industry and construction sector was 9.46%, and the service sector was 8.54%.
Also according to data reported by Minister Nguyen Van Thang, GDP growth in the first 9 months reached 7.84% over the same period, in which growth in the 3 regions was 3.83%, 8.69% and 8.48% respectively; closely following the scenario of 8% growth for the whole year when synchronously implementing the set solutions.
Along with GDP, production and business, growth drivers continue to be promoted and renewed, maintaining positive growth momentum.
Agriculture and services maintained a good growth momentum despite being affected by natural disasters and floods. The mining industry in the third quarter showed signs of recovery, growing by 9.8%.
Processing and manufacturing industry continues to be the driving force for growth, increasing by about 10% in the third quarter, and 9.92% in the first 9 months, reaching the scenario (9.9%).
CPI in September increased by 3.38% over the same period, 9 months increased by 3.27%; good control of supply and prices in areas affected by natural disasters.
Credit growth is high, new loan interest rates continue to decline. The stock market and corporate bonds continue to develop vigorously. State budget revenue in the first 9 months reached 1.92 trillion VND, equal to 97.9% of the estimate, up 30.5% over the same period.
Notably, the number of newly registered and resuming businesses in September reached 27,500, up 55.6% over the same period; in 9 months, it reached over 231,300 businesses, up 26.4%, the total additional capital of operating businesses was 3.3 million billion VND, up 186.5%.
However, the Finance Minister also admitted that the economy still faces a number of difficulties and is under pressure from the outside, and new growth drivers need time to transform. Meanwhile, the improvement of institutions and laws has not kept up with development requirements, and natural disasters are becoming more complicated.
Another obstacle also mentioned by Mr. Nguyen Van Thang is that natural disasters occur continuously on a large scale, causing heavy damage in many localities, and are forecast to have complicated developments in the last months of the year, especially the phenomenon of natural disasters overlapping natural disasters.
Therefore, the Minister of Finance requested ministries and branches to carefully and thoroughly prepare draft laws, resolutions, and contents to be submitted to the National Assembly at the 10th Session; do a good job of receiving, explaining, creating high consensus, and organizing implementation immediately after being approved by the National Assembly.
In addition, resolutely and effectively implement Conclusion 195, conclusions and directions of the Politburo, Secretariat, Central Steering Committee, Government, and Prime Minister on reorganizing the apparatus, public service units, state-owned enterprises, and implementing the 2-level local government model, especially tasks and work with deadlines to be completed in October.
Mr. Nguyen Van Thang also noted that we should continue to focus on maintaining macroeconomic stability; developing culture and society, preventing natural disasters, protecting the environment; promoting information and communication, and improving the effectiveness of mass mobilization work...
