On the afternoon of October 5, at the regular Government press conference, Deputy Minister of Education and Training Le Tan Dung affirmed that recently, the Ministry of Education and Training and local authorities have issued many documents to rectify the situation of overcharging by educational institutions.
For the 2025-2026 school year, the Ministry has sent a document to ministries, branches, localities, and educational institutions on the implementation of tuition policies, tuition exemptions, and other fees in the education and training sector.
However, Deputy Minister Le Tan Dung admitted that according to press reports and from practice, there is still a situation of overcharging, or changing from voluntary to mandatory.

Faced with that reality, Mr. Dung said the Ministry of Education and Training identified and deployed groups of tasks and solutions, including both short-term and long-term, to rectify and handle this situation.
Accordingly, the Ministry stipulates that service fees to support education and training activities must be decided by competent authorities. " All educational institutions are strictly prohibited from setting fees that are contrary to the provisions of law or the authority of the management agency ," said Mr. Dung.
The mobilization, management and use of mobilized resources must be in accordance with regulations, under the management of competent agencies according to law. Reality over the past time shows that there is still a situation of mobilization, collection and use not in accordance with regulations, so the Ministry requires that the correct procedures and legality must be ensured.
The Ministry's leaders also requested that units strictly publicize and post information on prices, educational equipment, and textbooks in the area, ensuring publicity and transparency so that parents, students, and managers at all levels can monitor. This is a very important group of tasks, aiming to increase transparency in financial management at educational institutions.
Through the monitoring of the Ministry of Education and Training, many localities have directed educational institutions in the area to properly implement the list of issued fees. The Ministry requires not to combine multiple fees; not to collect many periods in advance; not to take advantage of the name of the parent-teacher association to collect fees in violation of regulations.
" In fact, this phenomenon still exists in some places. However, recently, many localities, especially provincial and communal authorities, have implemented very drastic instructions to overcome the above situation, " Mr. Dung said, adding that he will continue to review the system of legal documents to adjust, supplement, and ensure the rights of learners, especially students and parents.
The Ministry of Education and Training is preparing to submit a plan to review and amend the Law on Education, the Law on Higher Education, the Law on Vocational Education, as well as related decrees and circulars, to perfect the legal framework for this field.
Based on its functions, tasks and powers, Mr. Dung affirmed that the Ministry will strengthen inspection, supervision and strictly handle violations. Currently, specialized inspection has been transferred to the Government Inspectorate , so the Ministry will focus on inspection and supervision. Upon receiving feedback and petitions, the Ministry will conduct administrative inspections to promptly detect and handle them in accordance with the law.
" The Ministry of Education and Training also recommends that the agencies of the National Assembly, the National Assembly Standing Committee, and the monitoring delegations regularly pay attention to and monitor this field at both the central and local levels. The National Assembly's monitoring is an important channel to help the Ministry have more basis to rectify and thoroughly handle the situation of overcharging and illegal collection ," said Mr. Dung.
The Ministry of Education and Training also requested local authorities and Party committees to regularly inspect and direct the correction of this situation right at educational and training establishments in the area.
According to the Deputy Minister, currently, the management decentralization is very clear, including: kindergarten, primary school, and junior high school under the management of the commune level; high school under the management of the Department of Education and Training. Therefore, the correct implementation of decentralization and delegation of authority will help detect and promptly handle violations right at the grassroots level.
