The year 2024 is of particular importance to Quang Ninh in achieving the goal of maintaining double-digit growth for a decade. This is also the year when the business community faces many difficulties from global macroeconomic instability, world security fluctuations, and solving new complex problems... Therefore, the province has directed the implementation of solutions to accompany businesses regularly and effectively.
Along with promoting administrative reform, improving the PAR Index, PCI, DDCI, Sipas..., the Department of Industry and Trade regularly organizes direct meetings to listen to the difficulties of enterprises in order to promptly find solutions. In early June, the Department of Industry and Trade worked with 7 thermal power plants in the province to grasp the progress of production projects and the supply situation. Some difficulties directly affecting the electricity production process related to the type of coal supplied, ash and slag consumption, adjusting the increase in contracted electricity output for the plant in accordance with the electricity production plan... were specifically discussed by the enterprises. For each recommendation, the Department of Industry and Trade has responded and committed to consulting, reporting to the Provincial People's Committee, coordinating with relevant departments and branches to have solutions, creating maximum conditions for production enterprises to ensure the demand for the national grid.
In order to promote cashless payments at retail petrol stations under the direction of the province, from June 6-14, the Department of Industry and Trade organized a working delegation to directly work with 13/13 localities to directly discuss with petrol stations, grasp the actual progress of cashless payment implementation, guide implementation in accordance with regulations, and listen to practical problems.
Mr. Bui Van Nguyen (Store Manager of Gas Station No. 147, Military Zone 1 Petroleum Company, Quang Yen Town) said: The unit has deployed cashless payment solutions since August 2023, thereby bringing many benefits to the unit such as reducing labor, limiting errors in inventory, ensuring safety in payment... Up to now, the rate of cashless payment at the store has reached 30% of total revenue, but mainly sold by contract. Currently, there are some difficulties related to cashless payment work, such as people still maintain the habit of using cash, the level of technology is limited in some parts, the network connection for payment is still slow... Therefore, through the working session with the working group of the Department of Industry and Trade, the unit directly discussed objective difficulties from reality, so that the Department can report to the relevant levels to direct solutions to ensure that cashless payment achieves the best results.
Capital plays an important role in all production and business activities of enterprises. Implementing the direction of the Central and the province, from the beginning of this year, the State Bank of Vietnam , Quang Ninh branch, issued Plan No. 49/KH-QUN1 (dated January 19, 2024) on implementing key tasks of reasonably expanding while improving credit quality; focusing capital on priority areas, growth drivers, spearheads; providing modern banking services...
The State Bank of Vietnam, Quang Ninh branch, and banks in the province are committed to ensuring that enterprises with transparent financial status and feasible production and business plans do not encounter difficulties in accessing bank credit. At the same time, strictly handle cases of officials and credit institutions that hinder enterprises in accessing capital. At the same time, banks also proactively restructure debt repayment terms and maintain debt groups to support enterprises to ensure conditions according to regulations. The province currently has 295 customers (249 individuals, 44 enterprises and 2 cooperatives) whose debt repayment terms have been restructured and their debt groups have been maintained, with a total restructured value of over VND 1,422 billion in principal and interest. By the end of June, total outstanding credit in the province reached VND 182,000 billion, an increase of 2.7% compared to December 31, 2023, of which short-term outstanding loans reached VND 107,000 billion, accounting for 58.8%; medium and long-term outstanding loans reached VND 75,000 billion, accounting for 41.2%.
In addition to specifying the instructions through plans, programs, and documents, the Provincial People's Committee issued Decision 1919/QD-UBND (dated July 1, 2024) approving the Project on enterprise development, creative startups, and key product development, and brand building of Quang Ninh province by 2025, with a vision to 2030. The project aims to strive by the end of 2025 for Quang Ninh province to build the brand "Quang Ninh - Government serving people and businesses". The province will consider and resolve 80% of arising recommendations in the quarter, establish about 2,000 new enterprises/year in the period of 2024-2030; have at least 10 enterprises in the top 500 largest enterprises in Vietnam. At the same time, focus on raising awareness of the political system about the role of entrepreneurs, promoting the application of science and technology, promoting startups, innovation... Thereby, developing enterprises in both quantity and quality to create an important driving force for the province's socio-economic development to be fast, effective and sustainable.
