Focus on training and development
An Giang has a large area, a large population, a long border, and many ethnicities and religions, requiring its cadres and managers to have strong political will, virtue, and talent to undertake their tasks. According to the Provincial Party Committee's Organizing Committee, in recent times, the province has reviewed and supplemented the planned cadre source every year; linking planning with training, fostering, rotation, arrangement, and use. In the work of appointing and introducing cadres, the responsibility of setting an example of the leader is emphasized, while at the same time, controlling power right from the stage of proposing personnel.
Regarding training and fostering, in addition to programs on politics and state management, the province also strengthens the organization of training courses on leadership skills, human resource management, data analysis, digital transformation, foreign languages, specialized laws, etc. During the 2020 - 2025 term, more than 11,800 cadres, civil servants and public employees were trained; nearly 70,000 were trained in professional skills and updated with new knowledge. Of the total of nearly 75,000 cadres, civil servants and public employees of the province today, 74.3% have university degrees, 6.1% have master's degrees, 0.3% have doctorates; 97.6% have elementary political theory qualifications or higher. The cadre team is gradually standardized according to job titles and positions.
Speaking at the 1st Provincial Party Congress, term 2025 - 2030, General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense assessed that in the past term, the work of organization, cadres, and internal political protection of An Giang has been focused on and achieved many results. The province has synchronously and effectively led the arrangement and streamlining of the apparatus; improved the effectiveness and efficiency of the political system according to the resolutions and conclusions of the Central Committee. Thanks to good preparation of human resources, the local government apparatus at 2 levels in the province has been operated smoothly and effectively; the working capacity and professional qualifications of the team of cadres, party members, civil servants and public employees have been improved. Through the results of the administrative reform index reaching more than 84%, the satisfaction index reaching more than 82% shows the trust and high appreciation of the people and businesses.

Elevating the mission
Despite many positive results, the work of building a contingent of cadres and civil servants in the province still has certain limitations. The most obvious is the uneven quality of cadres among levels and sectors; between central communes and wards and remote areas; there are still "gaps" left by cadres leaving their jobs after merging and rearranging administrative units. A number of cadres still show signs of avoidance, fear of mistakes and responsibility; are not really proactive and creative; the work of evaluating cadres is sometimes still respectful and emotional.
President Ho Chi Minh believed that cadres are the root of all work, "All success or failure depends on good or bad cadres". Inheriting the viewpoint of the late General Secretary Nguyen Phu Trong on cadre work, General Secretary To Lam continues to consider improving the quality of cadres as the "key of the key" issue in Party building work; it is necessary to focus on advising on innovation in the content of assessment, selection and use of cadres in a reasonable manner. For a province with potential and special position like An Giang, cadre work needs to be given special attention, constantly improving the level of tasks, ensuring the goal of rising up with the country.
According to the Provincial Party Committee's Organizing Committee, in the new context, the requirement for building a team of cadres and civil servants, especially leaders, is increasingly higher and more comprehensive. The lessons learned from the past term are an important basis for An Giang to continue to innovate and improve the quality of cadre work. In promoting and using cadres, it is necessary to pay special attention to both virtue and talent, in which virtue is the root, talent is important, taking the effectiveness of serving the people as the main measure. Standardization according to job titles and positions must be associated with innovation in assessment, rotation, training and practice; continue to promote the pioneering role, setting an example, daring to think, daring to do, daring to take responsibility of the leader to create a spreading effect and inspire the whole system.
To make the "root of everything" more stable, the province needs to have specific mechanisms and policies to attract and utilize talents, especially in key areas such as information technology, science, technology, digital transformation, national defense and security. At the same time, pay attention to taking care of the regime and policies for grassroots cadres who work far from home. An Giang needs to strengthen inspection, supervision and evaluation of cadres in a public, transparent and objective manner. In an open working environment, with appropriate mechanisms to encourage creativity, cadres will feel more secure in contributing to the common development.
