facilitate businesses to invest in developing social housing

Accordingly, Chairman of Hanoi People's Committee Duong Duc Tuan requested the Departments, branches, sectors of the city and the People's Committees of districts, towns, and cities, according to their assigned functions and tasks, to study and implement the direction of the Prime Minister in Official Dispatch No. 130/CD-TTg dated December 10, 2024, based on the practical situation in the city to focus on directing and promptly removing difficulties and obstacles to promote the implementation of social housing projects.

Continue to focus on leading, directing and organizing the implementation more drastically and effectively of the tasks and solutions stated in Resolution No. 33/NQ-CP dated March 11, 2023 and the resolutions of the Government, the Prime Minister 's directive telegrams, and the tasks assigned by the City People's Committee in Document No. 2988/UBND-DT dated September 10, 2024.

Continue to effectively implement key solutions and tasks to promote decentralization, delegation of authority, reform, and minimize administrative procedures, creating favorable conditions for businesses to participate in investing in social housing development, and for beneficiaries to access social housing; carry out administrative procedures for land allocation, site clearance, construction investment, and selection of investors for social housing projects in a streamlined manner, ensuring speed, convenience, publicity, and transparency.

Focus on implementing the Project "Investing in building at least 1 million social housing units for low-income earners and industrial park workers in the period of 2021 - 2030"; completing the assigned social housing construction target in 2024; including social housing development targets in the system of 5-year and annual socio -economic development targets.

Proactively allocate funds for site clearance and organize clean site clearance to have clean land for social housing. Organize auctions and bidding to select investors with financial potential and experience in public and transparent implementation.

For projects that have started construction, regularly urge to complete the project soon, organize acceptance, and put into use soon.

For projects with approved investment policies, promptly carry out procedures for selecting investors; allocating land, granting land use right certificates; establishing and appraising basic designs and technical designs; granting construction permits;... to start construction as soon as possible.

For social housing land funds that have not yet been approved for investment policy, urgently develop a plan; appraise the pre-feasibility report; update the project into the local planning program... to complete the procedures for approving the investment policy and selecting investors to implement the project.

The Department of Construction urgently completes the assigned tasks in Section 1 of Document No. 2988/UBND-DT dated September 10, 2024, to be completed in 2024.

The Department of Justice inspects and urges the City's Departments and branches to promptly complete the work of consulting and drafting legal documents under the authority of the City People's Council and the City People's Committee to implement the Land Law, Housing Law and Real Estate Business Law according to the schedule assigned by the City People's Committee.

The Department of Planning and Architecture shall preside over and coordinate with the People's Committees of districts, towns and cities to continue reviewing and supplementing urban planning and industrial park planning, ensuring adequate land for social housing development, including workers' accommodation and housing for the people's armed forces; strictly implement regulations on land allocation for workers' accommodation in industrial parks and 20% of residential land fund invested in technical infrastructure in commercial housing projects and urban areas for investment in social housing development in accordance with the law on housing.

The Department of Construction shall preside over and coordinate with relevant units to continue reviewing and checking legal procedures, making a list of projects to build social housing, housing for workers, renovate and rebuild apartments that are eligible for loans of 120,000 billion VND, publicly announcing on the Electronic Information Portal of the City People's Committee and the Department of Construction so that banks have a basis to apply for loans under the program and send documents to the State Bank of Vietnam and the Ministry of Construction for monitoring and synthesis.

The City's Social Policy Bank reviews and reports to competent authorities for consideration, balance, and arrangement of local budget capital to entrust the Social Policy Bank with lending for purchase or hire-purchase of social housing; construction, renovation, and repair of housing according to regulations.
