Previously, when he needed to register a vehicle, Mr. Nguyen Nhan, in Ai Tu commune (formerly Trieu Giang commune), Quang Tri province, had to go to the district police headquarters to complete the procedures. Compared to the current Ai Tu commune police headquarters, the distance is shorter, but the waiting time is very long because the number of people who need to register a new vehicle or change vehicle registration is quite large. However, from July 1, 2025, according to the new regulations, Mr. Nhan and other people can register their vehicles at any commune police headquarters.
Realizing the practical effects brought by the new regulations, Mr. Nhan excitedly said: “Registering motorbikes and motorbikes at the commune brings many conveniences to me and the people in the area. Previously, every time people bought a vehicle and wanted to register their vehicle, they had to go to the district police to register, stamp the license plate, the number of people gathered, taking a lot of time and effort. Now, they only need to go to the commune police headquarters to register, which is both convenient and saves time. If there are any problems with the paperwork, the commune police will guide and resolve them faster.”
Similarly, Ms. Le Thi Ha, in Hieu Giang commune, just bought a motorbike to make it easier for her to go to work in Quang Tri ward. After hearing from the media that she could register her motorbike at any commune or ward police station without having to return to her place of residence, she went to Quang Tri ward police station to complete the motorbike registration procedures. “I find the new regulations very convenient for people, they don’t have to return to their place of residence to complete the procedures like before, it saves a lot of time and travel costs,” Ms. Ha said.
It is known that Minister of Public Security Luong Tam Quang signed and issued Circular No. 51/2025/TT-BCA (referred to as Circular 51) effective from July 1, 2025, amending and supplementing a number of articles of Circular 79/2024/TT-BCA, dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes, which were amended and supplemented in Circular No. 13/2025/TT/BCA, dated February 28, 2025 of the Minister of Public Security .
Accordingly, individuals and organizations can register their vehicles at vehicle registration points under the traffic police department and all commune-level police in the province or city where they reside. The abolition of the previous “vehicle registration area” is a breakthrough, creating favorable conditions for people and businesses in handling administrative procedures. This is also the first public service of the Ministry of Public Security to take effect from July 1, 2025, along with the arrangement and reorganization of the two-level local government.
Speaking to reporters, Lieutenant Colonel Nguyen Duc Hau, Deputy Chief of Hieu Giang Commune Police, said that the removal of the “vehicle registration area” as previously regulated is an important breakthrough, helping to increase flexibility and create maximum convenience for people and businesses, while improving the effectiveness of administrative procedure reform. Up to now, basically the officers and soldiers of the commune and ward police directly involved in vehicle registration have participated in professional training and instructions on how to use the software.
The road motor vehicle registration and management system meets the public service levels 3 and 4 as prescribed by the Ministry of Public Security. Particularly, at Hieu Giang Commune Police Station, the reception of people's records is implemented at 2 locations, including: Commune Police Headquarters and the Public Administration Service Center of Hieu Giang Commune People's Committee, in order to best serve people's vehicle registration needs.
“The decentralization of vehicle registration to the commune-level police not only helps people proactively choose where to carry out administrative procedures, but is also one of the practical efforts of the police force in administrative reform. Thereby, this activity contributes to building a friendly, modern government that effectively serves people and businesses in the post-merger period,” Lieutenant Colonel Hau affirmed.
Not only in Hieu Giang or Ai Tu communes, but also according to the reporter's records, in many localities throughout the province, after the initial period of applying the new regulations of Circular No. 51, people came to do procedures for registering and issuing motorbike license plates at the police stations in communes across the province in large numbers. Thanks to careful preparation of facilities, equipment and in-depth professional training, all procedures from receiving documents, updating information on the system to checking the chassis number, vehicle registration number and stamping the motorbike license plate were all carried out quickly and enthusiastically by the commune-level police. Thereby, the people were very sympathetic and excited.
In addition to the speed and convenience for the people in the process of vehicle registration and license plate issuance, the spirit and attitude of serving the people, the warmth and enthusiasm of the police at both levels are also a big plus, clearly demonstrating the motto of "close to the people, close to the grassroots", contributing to building a good image of the Quang Tri Provincial Police in the hearts of the people.
