Training and fostering skills and expertise in performing State management tasks on youth by 2025

On the morning of November 24, at Hoa Lu ward, the Department of Home Affairs organized a conference to train and foster skills and expertise in performing the task of State management of youth in 2025 for the team of cadres and civil servants working in State management of youth at departments, branches, sectors, communes and wards in the former Ninh Binh province.

Attending the conference were leaders of the Department of Home Affairs; leaders of a number of departments, branches and sectors of the province.

Speaking at the opening of the conference, comrade Pham Thi Binh, Deputy Director of the Department of Home Affairs, said: In recent times, the State management of youth has always received close attention and leadership from the Provincial Party Committee and the Provincial People's Committee. All levels and sectors have proactively advised and gradually improved mechanisms and policies, improving the effectiveness of caring for, nurturing and protecting youth; contributing to promoting the role and responsibility of the youth force in socio - economic development and maintaining security and order at the grassroots level.

However, in addition to the achieved results, youth work still has limitations such as: some agencies and units have not really paid due attention; the implementation of functions and tasks is still confusing; the staff in charge of youth work still holds many concurrent positions, lacking specialized knowledge and skills. Therefore, organizing training is an urgent requirement to equip new knowledge, update legal regulations, improve the capacity to advise and implement youth policies in the new situation.

At the conference, comrade Luong Thi Hai Anh, Deputy Director of the Department of Youth Affairs and Gender Equality ( Ministry of Home Affairs ) presented a topic on the system of policies and laws on youth; skills in organizing the implementation of State management tasks from the provincial to communal levels; guidance on the implementation of Plan No. 126/KH-UBND, dated October 31, 2025 of the Provincial People's Committee on implementing Conclusion 166-KL/TW, dated June 10, 2025 of the Politburo on improving the effectiveness of implementing Resolution No. 25-NQ/TW, dated July 25, 2008 of the 10th Party Central Committee on "Strengthening the Party's leadership over youth work in the period of promoting industrialization and modernization" in the new situation.

In addition, students also participated in discussions, shared experiences, and solved practical difficulties at the facility.

Through the training conference, officials and civil servants working in state management of youth at departments, branches, sectors, communes and wards in the province continue to effectively advise Party committees and authorities in caring for and promoting the role of youth - a pioneering and creative force, contributing to building Ninh Binh to develop quickly and sustainably.
