Attending the Conference were members of the City Census Steering Committee; members of the Standing Team assisting the City Census Steering Committee; City-level supervisors; representatives of the District-level Steering Committee; civil servants of the District-level Statistics Team directly implementing the Census operations; representatives of the People's Committees of districts and towns (where the Steering Committee is not established) and district-level Statistics civil servants.
The 2025 Rural and Agricultural Census is the 6th to be organized and is of great significance in collecting basic information on agriculture, forestry, fisheries and rural areas. The main purpose of the survey is to compile statistical indicators of the National Statistical Indicator System; to serve the assessment of the current situation, analyze changing trends and develop plans and strategies for rural development, agriculture, forestry and fisheries; and at the same time contribute to improving the living standards of rural residents nationwide as well as in each locality. The highlight of the 2025 Census is the strong application of information technology in all stages, from preparation, information collection, data processing to results publication, in order to improve the quality of statistical data, shorten the time for processing and publishing survey information.
This year's Census has 6 new points compared to previous rural and agricultural Censuses, demonstrating progress in expertise, techniques and approaches in modern statistical work.
During the 3 days, delegates were introduced to the 2025 rural and agricultural census plan, the census plan of the City Steering Committee; types of census questionnaires, the structure of each questionnaire, introduction and guidance on the content of each questionnaire, methods of collecting information of each type of census questionnaire; types of software used in the census, guidance on using information collection software, management and operation software; guidance on training, inspection, supervision and propaganda in the census. At the same time, they exchanged and discussed the contents of the census, documents and software used; agreed on implementation methods at all levels; difficulties and obstacles in the implementation process; proposed solutions to overcome them.
Thereby, helping the Steering Committee for the Rural and Agricultural Census at all levels, supervisors and investigators understand the purpose, requirements, organization methods and agree on the implementation plan; grasp the content of the questionnaire, interview methods and record information on the questionnaire, contributing to the final completion of the documents for the 2025 Rural and Agricultural Census before collecting information in the survey areas.
The 2025 Rural and Agricultural Census will begin collecting information locally from July 1 to July 30, 2025. This is the time when the two-level local government apparatus will begin to change: there will be no more district-level administrative units, and commune-level administrative units will be changed, so it will have many impacts on the implementation of the Census locally.
To ensure the effective implementation of the 2025 Rural and Agricultural Census, Comrade Le Gia Phong - Head of the Department of Statistics, Deputy Head of the Standing Committee of the City's Census Steering Committee requested the District Steering Committees to seriously direct the implementation of the Census in accordance with the instructions of the City Steering Committee. Local units need to closely coordinate with the Statistics sector to fully implement the contents of the Census according to the set plan. The propaganda work on the Census needs to be widely deployed to each village and residential group, in order to raise awareness and active participation of people in providing accurate and complete information. During the implementation process, if there are any difficulties or problems, the District Steering Committee needs to proactively discuss and coordinate with the Steering Committee and the City Standing Committee to receive timely support, ensuring the progress, quality and consistency of the Census throughout the city./.
