The two sides also discussed directions and solutions to improve the effectiveness of cooperation in crime prevention, social order and safety, and drug crimes in the coming time.
Information exchange via hotline network at 4 levels of Vietnamese - Lao police
Speaking at the Conference, Deputy Prime Minister Le Thanh Long stated that currently, transnational crime, especially drug-related crime, is a global problem that has been causing negative consequences to all aspects of economic and social life of each country.
Vietnam and Laos are both under great pressure and impact from this situation. After the COVID-19 pandemic, the activities of criminal networks and organizations related to the two countries are on the rise; criminals are increasingly diverse and more daring, including areas such as drug crimes, economic crimes, criminal crimes, smuggling, online fraud, etc.
It can be seen that the fight against drugs and transnational crimes of the two countries is increasingly fierce and fierce, requiring the authorities of each country to coordinate closely and deploy appropriate solutions in the short and long term to effectively combat and prevent these dangerous crimes, Deputy Prime Minister Le Thanh Long emphasized.
With the great friendship and special solidarity between the two Parties and Governments of Vietnam and Laos, the relationship of cooperation in drug and crime prevention and control between the two countries was established very early.
To date, the two countries' Ministries of Public Security have organized 12 bilateral conferences on cooperation in crime prevention and control and 21 bilateral conferences on cooperation in drug prevention and control; many important documents have been signed and approved, including the Memorandum of Understanding on cooperation in drug prevention and control between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos signed on August 9, 2021.
Based on the cooperation agreements between the two countries, the police forces of units and localities of Vietnam and Laos have proactively developed plans to resolutely implement assigned tasks and achieved important results, such as strengthening the exchange of information on drug and crime situations through the hotline network at 4 levels of police; organizing working groups to coordinate the capture of wanted Vietnamese people hiding in Laos, including many especially dangerous subjects; coordinating the fight against joint projects with transnational crime rings; exchanging experiences, supporting equipment, and improving capacity in the field of drug and crime prevention and control.
In particular, the two countries' Ministries of Public Security have overcome difficulties in terms of conditions, weather, and terrain to organize the groundbreaking and completion of the construction of 244 police headquarters in border villages, key drug-related areas, and the People's Public Security Political Academy to serve the work of ensuring security in border areas and enhancing the capacity of the Lao police force.
Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the efforts of the two countries' Ministries of Public Security in enhancing cooperation activities and researching to find initiatives and solutions to promptly respond to new developments in the current crime and drug situation.
However, in addition to the achievements, there are still many challenges and difficulties ahead. In particular, the crime situation on the Vietnam - Laos border is complicated; methods and tricks are very sophisticated and aggressive; the cultivation of plants containing narcotics still appears in some areas bordering the two countries; the management of precursors still has many loopholes and limitations. These are very worrying signs, requiring the Vietnamese Ministry of Public Security and the Lao Ministry of Public Security to continue to promote cooperation in preventing and combating drugs and crimes in the coming time.
Focus resources on crime prevention and drug abuse
At the conference, Deputy Prime Minister Le Thanh Long suggested that the two delegations focus on exchanging and frankly and practically assessing the situation and achieved results, resolving existing problems and difficulties in the coordination process, and discussing and agreeing on directions and tasks to continue improving the effectiveness of cooperation between the two ministries.
The Deputy Prime Minister emphasized that the two sides need to clearly define their viewpoints and a number of key goals that need to be focused on for cooperation in the coming time. That is to continue to promote the combined strength of the political system and the entire population in preventing, combating, and stopping crimes and drug abuse, reducing serious crimes, reducing crimes in key areas, contributing to building a safe and stable society to serve the country's socio-economic development.
Strengthen propaganda work to prevent crime and drug abuse, build a mass movement to protect national security, especially in key and strategic areas, ethnic minority areas, religious areas, border areas, islands, industrial zones and large cities.
Maintain and maximize the effectiveness of the existing cooperation mechanism on drug and crime prevention and control between the two countries, focusing on "3 enhancements": Enhance information exchange and sharing via hotlines at 4 levels of public security; enhance coordination in carrying out professional activities and cross-border operations; enhance the completion of the system of policies and laws on crime prevention and control and drug prevention and control.
The Deputy Prime Minister also emphasized: Focusing resources on crime prevention and drug abuse; improving the efficiency of using equipment, means, technical equipment, weapons, support tools, and means to serve the work.
Strengthening drug rehabilitation and post-rehabilitation management, community reintegration, creating stable livelihoods and jobs for post-rehabilitation drug addicts, criminals, law violators and people at risk of committing crimes to fundamentally address the root causes of crime and drug abuse.
Promote international cooperation in drug and crime prevention and control, apply science and technology in the fight to suit the developments of drug and crime situations in the two countries.
On behalf of the Government and the National Committee for AIDS, Drug and Prostitution Prevention and Control of Vietnam, Deputy Prime Minister Le Thanh Long affirmed his determination and commitment to direct relevant ministries and branches to coordinate and support the Lao Government and Ministry of Public Security in the fight against crime and drugs.
"I believe that after this conference, cooperation in drug and crime prevention and control between the two countries will be raised to a new level, creating a premise for sustainable socio-economic development of the two countries and building a drug-free region," said Deputy Prime Minister Le Thanh Long.
