According to a report from the Provincial Public Administration Service Center, the progress of administrative reform in some departments and agencies remains slow and uneven across different sectors. Many units have not met their targets, such as the Department of Agriculture and Environment with 10/20 targets, the Department of Justice with 9/20 targets, the Department of Construction with 8/20 targets, and the Industrial Park Management Board with 5/20 targets; focusing on criteria related to document digitization, electronic result provision, online payment, and data connection and sharing. Notably, the number of overdue applications remains high, with the Department of Agriculture and Environment alone having 1,189 out of 6,376 applications overdue. Furthermore, the exploitation and reuse of data are limited; the digitization of documents, electronic result provision, and data connection and sharing between systems are not yet synchronized. Some records have not been fully verified, digitized, and processed electronically; the rate of online payments and use of online public services remains low....

During the meeting, representatives from various departments and agencies raised several shortcomings and obstacles in the implementation process, and proposed solutions to improve the administrative reform index and better serve citizens and businesses when handling procedures with state administrative agencies.

The Vice Chairman of the Provincial People's Committee delivered a speech at the working session.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Dang Ngoc Hau requested that departments and agencies review and re-evaluate the entire process of task implementation; develop a plan to overcome limitations for each indicator in the administrative reform index. He urged them to promptly publicize administrative procedures of ministries and agencies; strive for 100% of dossiers to be processed on time; 100% of administrative procedures to be processed online; 100% of procedures to be digitized; and promote online payments. At the same time, he requested them to continue compiling difficulties and obstacles and promptly submit recommendations to central ministries and agencies for resolution, thereby improving the satisfaction index of citizens and businesses and the administrative reform index of the entire province.
