The meeting took place in the context that the whole city is focusing on implementing major policies of the Party and State on restructuring the apparatus, especially the work of restructuring commune-level administrative units and the merger of Hai Duong province with Hai Phong city in the spirit of Resolution No. 60-NQ/TW dated April 12, 2025 of the Politburo .
Speaking at the session, comrade Pham Van Lap, Chairman of the Hai Phong City People's Council, emphasized: The 25th session takes place at a time of special importance, when the city is focusing on implementing the policies of the Central Government and the City Party Committee on restructuring the apparatus, especially the work of restructuring commune-level administrative units and merging Hai Duong province with Hai Phong city.

This reorganization is not just a mechanical merger, but focuses on improving the effectiveness of state management, promoting local resources, building a streamlined political system that operates effectively, efficiently, and is close to the people, best serving the people and businesses.
At the meeting, the Hai Phong City People's Council focused on discussing, giving opinions and voting to pass 7 important resolutions with an absolute approval rate.
In particular, the meeting approved the plan to arrange commune-level administrative units and the plan to merge Hai Duong province with Hai Phong city, a content that has received special attention from voters and people of the city in recent times.
According to the report, up to now, localities across Hai Phong city have completed the review and organized the collection of voters' opinions on the plan to arrange commune-level administrative units and merge Hai Duong province into Hai Phong city in accordance with the correct procedures, ensuring democracy, publicity and transparency.
The poll results showed a very high consensus rate, with many localities achieving over 99% of voters agreeing with the arrangement plan.
This is the important political and social basis for the City People's Council to consider and pass at this session.

Along with that, the 25th Session also reviewed, discussed and approved other important contents such as: the plan to support funding for implementing a number of expenditure tasks in the field of national defense and security in 2025; changing the purpose of forest use to other purposes to implement the Hai Phong International Gateway Port Industrial Park Infrastructure Investment and Business Project; adjusting the list of projects and works that must recover land and change the purpose of using rice-growing land, protective forest land, and production forest land in the city in 2025; the tasks of the General Planning for the construction of the Southern Coastal Economic Zone of Hai Phong; and the list of public career services using the state budget in the fields of culture, family, sports, information, press, publishing and tourism.
Assessing the results of the session, comrade Pham Van Lap, Chairman of the Hai Phong City People's Council, said: The resolutions passed at this session are of great significance, creating a legal basis for the city to continue implementing socio-economic development tasks, ensuring national defense and security, building a strong political system, and meeting the requirements of practical life.
