Focus on repairing and maintaining level IV dykes

Climate change is increasingly complex, storms and high tides are extreme and unpredictable, so the dike system plays a key role in protecting people's lives and property, as well as ensuring stable production and socio-economic development. Recognizing the special importance of dikes, Quang Ninh has issued many important mechanisms and policies, notably Resolution No. 29/2023/NQ-HDND (dated December 8, 2023) of the Provincial People's Council stipulating the content and tasks of spending on maintenance and repair of dikes, irrigation works and urgent handling of construction incidents on level IV dikes managed by the province.

Hong Phong dike (Dong Trieu ward) does not ensure flood prevention elevation, local authorities had to use sacks of earth to fix storm No. 3 in 2024.

According to the field inspection results of the Department of Agriculture and Environment, the province currently has 371.54km of river and sea dikes (33.67km of level III dikes; 130.45km of level IV dikes; 207.418km of level V dikes). Many dike lines were invested in decades ago, although they have been effective in protecting production and residents, many items have now degraded and need to be repaired and reinforced. Among them, many level IV dike sections have been degraded and damaged, such as: Dike slopes are eroded, subsided, cracked, seeped, and leaking water; dike slopes and protective embankments have collapsed; water leaks through culverts, broken energy dissipation walls, wing walls; broken culvert gate opening and closing machines, rotten culvert wings, etc.

For example, the Hai Long dike (Mong Cai 1 ward) is more than 5km long, protecting about 5,000ha of production land, but has experienced a landslide stretching 130m close to the sea, with the risk of the entire foot of the tray collapsing. In Hai Lang commune, the Ha Dong dike has 3 sluices (Cai Dan, Ha Dong, Ha Thu) that have seriously degraded, the gate valves and opening and closing machines are damaged, making it unsafe to operate, while this is a project that directly protects 1,340ha of aquaculture and the livelihoods of 6,000 people.

In Ha An and Dong Mai wards, the Dong Yen Hung dike is more than 9km long, with the task of protecting over 3,000ha of production land, but many culverts built long ago have not been upgraded, such as Duong Hac, Cai Tuc, and Kenh Con Co 1 culverts, and are now showing signs of subsidence, breakage, and damage to items. Similarly, in Uong Bi ward, the Dien Cong dike is more than 11.4km long, and many sections of the dike surface have not been concreted, potentially causing damage during floods.

The above situation shows that the maintenance and repair of the level IV dike system is not only a regular task, but also an urgent task to minimize risks, ensure safety for residents and sustainable economic development.

Implementing Resolution No. 29/2023-HDND, based on proposals from localities and field inspection results, the Department of Agriculture and Environment has coordinated with the Department of Finance and related units to develop a plan to repair and maintain 8 dike routes, including: Ha An dike route (Ha An ward); Hai Long dike route (Mong Cai 1 ward); Hang Son dike route (Yen Tu ward); Dien Cong dike route (Uong Bi ward); Dong Yen Hung dike route (Ha An ward and Dong Mai ward); Bac Cua Luc dike route (Hoanh Bo ward); Ha Dong dike route (Hai Lang commune); Hong Phong - Hung Dao dike route (Dong Trieu ward). The total implementation cost is 36 billion VND, expected to be completed in 2025. The items focus on reinforcing the dike slope, handling landslides, replacing new sluice gates and opening and closing machines, concreting the dike surface, repairing old culverts, raising the dike crest to ensure flood prevention elevation, pouring concrete on the dike surface, etc.

According to the assignment, the Department of Agriculture and Environment is the investor; the Department of Finance is responsible for consulting and arranging capital; relevant localities coordinate site clearance (if any) and create favorable conditions for the project to be completed on schedule.

Mr. Bui Xuan Hien, Director of Viet Duc Forest Management Board (Department of Agriculture and Environment) said: The Management Board has urgently coordinated with relevant units to speed up the progress of projects. Up to now, the Hong Phong dike under construction has reached 20% of the contract volume, expected to be completed in November 2025; the Dien Cong dike started construction on September 11, expected to be completed in October 2025; the Dong Yen Hung dike has selected a contractor, started construction on September 15, expected to be completed in October 2025; the remaining 5 projects are in the process of selecting contractors, expected to start construction in September 2025 and be completed in November 2025. The unit is determined to absolutely not delay, ensuring safety for the people.

The approval and implementation of the 2025 dike maintenance and repair plan not only meets urgent practical requirements and addresses weak points, but also contributes to improving the quality and longevity of dike works in the area. Thereby, continuing to affirm the deep concern for the lives of people in riverside and coastal areas, while proactively responding to natural disasters, minimizing damage, and creating a premise for sustainable socio-economic development.
