Strictly handle illegal use of electric shock

Expressing concern and agreement with the Government's proposed amendments to the draft Penal Code (amended), delegate Le Tan Toi (Long An) said that currently, in the Mekong Delta, the North, the Central region... there are subjects using electric shocks to illegally catch aquatic products, destroying the environment. The police force's fight is very difficult, the penalty framework is light and not enough to deter.

Recalling the heartbreaking incident of a police officer of Vinh Tuong commune, Vi Thuy district, Hau Giang province, who died while pursuing illegal fishermen (last April), delegate Le Tan Toi suggested that the draft Penal Code (amended) should have strict penalties with high deterrence for the act of using electric shock to illegally catch seafood, destroying the environment.

According to delegate Le Tan Toi, when discovering tools and means of committing crimes such as electric shock machines, boats..., being prepared by the subject to use to commit crimes, it must be handled, not through administrative sanctions anymore, but the penalty must be higher, more educational.

Concerned about the 2-level local government model, delegate Dang Bich Ngoc (Hoa Binh) said that after the merger, the People's Committee at the commune level will organize a maximum of 4 specialized departments. With this model, delegate Dang Bich Ngoc said that the number of people as well as the organization, arrangement, and arrangement of the commune-level model will not make the apparatus bloated, but will also contribute to streamlining and saving budget resources in the implementation.

To effectively implement the Central Committee's requirements, delegate Dang Bich Ngoc said that it is necessary to calculate, arrange and select a team of cadres for specialized departments who are "elite" cadres.

"Previously, the commune level had a small scope and scale. But when merging 3-5 communes into one commune, the nature of the work had great requirements, requiring the arrangement and organization of a streamlined staff with qualifications, knowledge and experience to ensure the quality of work. Streamlining, efficiency, effectiveness, efficiency, improving quality, reducing focal points and saving budget resources are the biggest goals that we will implement this model in the coming time," said delegate Dang Bich Ngoc.

The "nail" resolution meets people's expectations

Concerned about the work of building institutions and laws, delegate Tran Hoang Ngan (Ho Chi Minh City) said that Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovating the work of building and enforcing laws to meet the requirements of national development in the new era plays a very important role.

Right from the beginning of the 9th Session of the 15th National Assembly, General Secretary To Lam said that the institution is the “bottleneck” of “bottlenecks”. Therefore, if there is a synchronous and open institution, it will greatly support the country’s development process, especially meeting the people’s expectations.

"Institutional work is very important. A synchronous and open institution will save time in handling administrative procedures as well as procedures for business development and public investment. The Politburo has just issued a special resolution on law-making. This is a "nail" resolution, very important in the "strategic quartet", including Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on "International integration in the new situation"; Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on economic development. Delegate Tran Hoang Ngan also proposed to have the most preferential policies and regimes for those who carry out the work of building institutions and laws because this work requires high-quality human resources, investing a lot of time, effort and intelligence; it is necessary to review the process to ensure the construction of laws that are both synchronous and feasible, ensuring "long-term longevity", suitable for Vietnamese practice as well as world trends.

Commenting on the 2025 growth target of 8% or more, delegate Tran Hoang Ngan said that "we should not focus too much on economic growth but need to continue building important foundations for the country to enter a new era, an era of national growth at the 14th National Party Congress, from 2026 onwards".

Proposing "9 points, belonging to 3 groups of issues", delegate Tran Hoang Ngan stated: The first group is three fundamental breakthroughs in institutions, infrastructure and human resources - which have been implemented over many years and need to continue to be implemented, especially institutional breakthroughs in the spirit of Resolution No. 66-NQ/TW.

The second group is three breakthroughs in strategic thinking. Specifically, it is a breakthrough in the revolution of streamlining the political system apparatus towards efficiency, effectiveness and efficiency - arranging the apparatus of the system of provinces, cities, and two-level local governments and needing a mechanism to bring this revolution into practical life. Besides, there is a breakthrough in the development of science and technology, innovation and digital transformation; institutionalizing the Party's policies and guidelines in Resolution No. 68-NQ/TW.

In the current world context, Mr. Tran Hoang Ngan said that the third group of issues is to pay attention to the country's potential and strengths, especially agriculture, tourism and the talent and intelligence of Vietnamese people.

"With the 3-3-3 model, we will create very important foundations for us to enter a new era, to achieve the goal of celebrating the 100th anniversary of the founding of the Party by 2030, becoming a developing country with modern industry and high average income; and by 2045, celebrating the 100th anniversary of the founding of the country, becoming a developed country with high income," delegate Tran Hoang Ngan believes.

Also interested in this goal, delegate Hoang Van Cuong (Hanoi) said that in the current context, achieving the growth target of 8% or more is extremely challenging. To achieve that result, on the one hand, we must actively negotiate trade with the US in a positive, comprehensive spirit and proactively follow the situation to maintain balanced import and export activities.

Citing the huge budget revenue in the first quarter of 2025, not only from import and export sources but also from many other areas, delegate Hoang Van Cuong emphasized that in the long term, it is necessary to "restructure internally" so that the economy does not depend on exports, that is, mobilize internal resources and create growth momentum from within.
Along with that, in terms of investment, Mr. Hoang Van Cuong said that the Government is very determined to accelerate public investment. This is an important driving force leading and creating demand for a variety of other production and business activities.

"In addition to public investment, it is necessary to stimulate investment from the private sector, businesses and people; promote strong consumption, especially in the tourism sector - a very potential market... to create a great momentum for the country," said delegate Hoang Van Cuong.
