Pursuant to Decree No. 128/2025/ND-CP dated June 11, 2025 of the Government on decentralization and delegation in state management of the home affairs sector. In which, promulgate the appendix - List of commune-level localities applying the minimum wage. In order to deploy and update the list of commune-level localities applying the minimum wage according to Decree No. 74/2024/ND-CP dated June 30, 2025 of the Government in a timely manner, in accordance with regulations; ensure the maintenance of harmonious, stable and progressive labor relations between employees and employers. The Department of Home Affairs has sent documents to units, localities and enterprises in the province on the implementation of the list of commune-level localities applying the new minimum wage.
Tay Ninh implements minimum wage according to Decree No. 128/2025/ND-CP
Areas where minimum wage applies
According to the new regulations, Tay Ninh province is divided into 4 minimum wage regions:
Region I: minimum wage of VND 4,960,000/month or VND 23,800/hour; applied to enterprises operating in the wards of Long An, Tan An, Khanh Hau and the communes of An Ninh, Hiep Hoa, Hau Nghia, Hoa Khanh, Duc Lap, My Hanh, Duc Hoa, Thanh Loi, Binh Duc, Luong Hoa, Ben Luc, My Yen, Phuoc Ly, My Loc, Can Giuoc, Phuoc Vinh Tay, Tan Tap.
Region II: minimum wage of VND 4,410,000/month or VND 21,200/hour; applied to enterprises operating in the wards of Kien Tuong, Tan Ninh, Binh Minh, Ninh Thanh, Long Hoa, Hoa Thanh, Thanh Dien, Trang Bang, An Tinh, Go Dau, Gia Loc and the communes of Tuyen Thanh, Binh Hiep, Thu Thua, My An, My Thanh, Tan Long, Long Cang, Rach Kien, My Le, Tan Lan, Can Duoc, Long Huu, Hung Thuan, Phuoc Chi, Thanh Duc, Phuoc Thanh, Truong Mit, Nhut Tao.
Region III: minimum wage of VND 3,860,000/month or VND 18,600/hour; applied to enterprises operating in the communes of Binh Thanh, Thanh Phuoc, Thanh Hoa, Tan Tay, My Quy, Dong Thanh, Duc Hue, Vam Co, Tan Tru, Thuan My, An Luc Long, Tam Vu, Vinh Cong, Loc Ninh, Cau Khoi, Duong Minh Chau, Tan Dong, Tan Chau, Tan Phu, Tan Hoi, Tan Thanh, Tan Hoa, Tan Lap, Tan Bien, Thanh Binh, Tra Vong, Phuoc Vinh, Hoa Hoi, Ninh Dien, Chau Thanh, Hao Duoc, Long Chu, Long Thuan, Ben Cau.
Region IV: minimum wage of VND 3,450,000/month or VND 16,600/hour; applied to enterprises operating in the communes of Hung Dien, Vinh Thanh, Tan Hung, Vinh Chau, Tuyen Binh, Vinh Hung, Khanh Hung, Binh Hoa, Moc Hoa, Hau Thanh, Nhon Hoa Lap, Nhon Ninh, Tan Thanh.
The monthly minimum wage is applied to employees receiving monthly wages, the hourly minimum wage is applied to employees receiving hourly wages. For employees receiving other forms of wages (weekly, daily, piecework, piecework), the wages being paid according to these forms of wages, if converted to monthly or hourly wages, must not be lower than the monthly minimum wage or hourly minimum wage as prescribed by the Government. The conversion of monthly or hourly wages is chosen by the enterprise in accordance with the provisions of the labor law.
Encourage businesses to apply minimum wages when paying employees higher than the minimum wage prescribed by the Government.
Note when performing
Enterprises with many units and branches operating in areas with different minimum wages shall apply the minimum wage prescribed for each unit and branch operating in that area; enterprises in industrial parks located in areas with different minimum wages shall apply the minimum wage prescribed for the area with the highest minimum wage.
When applying the monthly minimum wage and hourly minimum wage to employees working for employers in commune-level localities in the above List, if there is a case where the minimum wage is lower than before July 1, 2025, the employer shall continue to apply the minimum wage as applied to district-level localities before July 1, 2025 until the Government has new regulations.
The Department of Home Affairs also calls on agencies, units and enterprises to strengthen propaganda, dissemination, guidance and support activities for workers, grassroots trade unions and enterprises in dialogue and negotiation activities; especially collective bargaining to agree on wages and establish other working conditions, ensuring more benefits for workers than those prescribed by law. Proactively grasp the situation of labor relations in all types of enterprises, promptly support, guide and handle arising problems, minimize labor disputes and strikes; ensure the maintenance of harmonious, stable and progressive labor relations in enterprises.
