Commitment to own capital, not transferable to foreign countries

According to the proposal, THACO will invest in the project with a total capital of about 61.35 billion USD, of which 20% is equity capital and legally mobilized domestically, equivalent to 12.27 billion USD.

The remaining 80%, nearly 49.08 billion USD, will be borrowed from domestic and foreign credit institutions. THACO proposed that the Government guarantee this loan and support interest for 30 years.

The company also affirmed that it will not transfer projects, capital contributions or shares to foreign investors to ensure national security, safety and technological sovereignty .

Also according to THACO, the investment will be divided into 7 years, with priority given to the most crowded sections first. The project is proposed by THACO to be divided into 2 phases.

Phase 1: Complete construction and put the project into operation within 5 years with two segments handed over clean land by the State. Specifically from Ho Chi Minh City to Nha Trang and from Hanoi to Ha Tinh because these are two segments with large demand for passenger and cargo transportation to put into operation.

Phase 2: Construction of the remaining section from Ha Tinh to Nha Trang within 2 years due to the complex terrain, requiring careful research.

THACO expects to complete the entire route in 7 years, ensuring progress while creating conditions for domestic enterprises to learn, receive technology, and move towards autonomy.

Proposing special mechanisms for land allocation, tax exemption, and site clearance separation

THACO proposed to enjoy preferential policies such as separating the site clearance into an independent project, which the State undertakes. Prioritizing the allocation of land around the station for urban development according to the TOD model; exempting import tax on equipment that cannot be produced domestically...

Mr. Tran Ba Duong - Chairman of THACO's Board of Directors, stated in the proposal document that he not only wants to invest in a railway line but also wants to work with the State to create railway, metallurgy, mechanical engineering, digital industry... and other fundamental industries for the country's sustainable and self-reliant development.

He also pledged to implement the project at a reasonable cost so that people can access suitable fares, and was ready to let the State take over the entire project in special cases for national security reasons.

Before THACO, VinSpeed High-Speed Railway Investment and Development Joint Stock Company also proposed to participate in the North-South high-speed railway route.

Self-sufficient production of locomotives and train cars domestically

The special point in THACO's proposal is the orientation of developing the domestic railway industry. With the mechanical manufacturing foundation in Chu Lai (Quang Nam), THACO INDUSTRIES will cooperate with domestic enterprises to receive technology transfer, produce locomotives, train cars, operating equipment... and at the same time develop new supporting mechanical industrial zones in Binh Duong and Bac Ninh.

THACO also commits to building exemplary TOD urban areas, integrating shopping centers, schools, hospitals, parks... to develop the local socio-economy around the stations.
