Attending the meeting were Mr. Chu An Truong, Vice Chairman of the Document Appraisal Council, Deputy Director of the Department of Planning and Land Resources Development, Council members including: representatives of the Department of Crop Production ( Ministry of Agriculture and Rural Development ); Department of Environment, Department of Land, Department of Legal Affairs, Department of Land Registration and Information Data, representatives of Ninh Binh Provincial People's Committee and Thai Nguyen Provincial People's Committee.
At the meeting, the Department of Land Resources Planning and Development (Standing Council) reported preliminary documents on changing the purpose of using rice-growing land to implement the Project of upgrading and expanding the main road to the Kenh Ga stream tourist area and Van Trinh cave (phase II) in Gia Vien district and Nho Quan district, Ninh Binh province; Project of lowering Nam Thai urban area (area of 24.68), Pho Yen city, Thai Nguyen province.
Accordingly, projects requiring conversion of rice-growing land use purposes have basically ensured the dossier components according to Circular 09/2021/TT-BTNMT sent to the Council for appraisal such as: Submission of the Provincial People's Committee; in accordance with land use planning and plans; land use targets; Document approving investment policies according to regulations of law on investment; Resolution of the People's Council; plan for using the topsoil layer according to regulations of Decree No. 94/2019/ND-CP of the Government detailing a number of Articles of the Law on Cultivation on plant varieties and cultivation for projects converting the purpose of rice-growing land use...
At the meeting, the Council members highly appreciated the comments of the Council Standing Committee and unanimously approved the revised and supplemented projects such as: Clarifying some land use indicators, supplementing dossier components, unifying project names and areas... to complete the dossier to submit to the Prime Minister according to regulations.
Concluding the meeting, Mr. Chu An Truong, Vice Chairman of the Appraisal Council, requested the People's Committees of Ninh Binh and Thai Nguyen provinces to accept the opinions of the Council members to soon complete the dossier according to the opinions of the Council members to complete the dossier to submit to the Prime Minister according to regulations, especially the public investment project to upgrade and expand the main road to the Kenh Ga stream tourist area and Van Trinh cave (phase II) in Ninh Binh province.
