Establish a Council for film appraisal and classification on cyberspace

The Ministry of Culture, Sports and Tourism has just issued Decision No. 2559/QD-BVHTTDL on the establishment of the Council for film appraisal and classification on cyberspace for the 2025-2027 term.

The Council was established to perform the function of advising and supporting the Minister of Culture, Sports and Tourism in the work of appraising and classifying films distributed on cyberspace in accordance with the provisions of law.

The establishment of the council is based on Circular No. 11/2023/TT-BVHTTDL regulating the organization and operation of the Film Appraisal and Classification Council; and is also carried out at the request of the Director of the Department of Cinema.

According to this circular, the council is responsible for assessing film content on cyberspace to determine the appropriate classification level according to the viewer's age, based on criteria such as: violence, sex, drugs, horror elements, language, deviant behavior and other sensitive content.

In addition, the council is responsible for determining and proposing the appropriate classification level and warning display format for each work, ensuring that viewers have access to full information before selecting content.

The Council also participates in evaluating and recommending handling of films that show signs of violating legal regulations; at the same time, giving comments and proposing to improve mechanisms and policies related to film classification and dissemination in the digital environment.

The Council works on a collective basis, performing its tasks through direct meetings or by collecting written opinions.
