In his opening speech, comrade Phan Hong Anh, Party Secretary and Chairman of the People's Council of Phong Phu Ward, emphasized that the meeting took place in the context that the locality had just completed the arrangement of administrative units according to Resolution 1675/NQ-UBTVQH14. The government apparatus has been gradually consolidated, stabilized and put into effective operation, creating an important premise for implementing socio -economic development tasks and ensuring national defense and security in the next period.

At the meeting, the Ward People's Council discussed, commented and voted to pass important resolutions, including the financial plan from the source of payment for greenhouse gas emission reduction and the adjustment of the 2025 budget estimate after the administrative unit arrangement. According to the audit report of the Economic - Budget Committee, the Ward People's Council unanimously approved Document No. 26/TTr-UBND dated August 7, 2025 on approving the plan to use revenue from the agreement on payment for greenhouse gas emission reduction in the North Central region with a total amount of 40,662,000 VND. This source will be used to pay for the community to participate in forest protection, ensuring transparency and the right purpose.

In addition, the Ward People's Council also agreed with the proposal in Submission No. 39/TTr-UBND on adjusting the revenue and expenditure estimates of the ward budget in 2025 after the merger. The new estimate increased from VND 46,294 million to VND 128,298 million, an increase of VND 82,004 million, ensuring compliance with reality after the arrangement of 2-level local government.

The Economic - Budget Committee recommends that the Ward People's Committee closely follow the additional sources from higher levels, proactively develop a reasonable, economical and effective spending plan; at the same time, take legal responsibility for the data and content of the budget estimate in accordance with legal regulations.

After this occasion, comrade Phan Hong Anh requested the Ward People's Committee to promptly concretize and effectively implement the resolutions that have just been passed. At the same time, he called on all cadres, civil servants, public employees and people in the area to promote the spirit of patriotism, emulation in labor, study and work, contributing to the successful implementation of the set goals.
