Ms. Hoang Ngoc Lanh, My Thuong ward, said, this morning (November 4), when I saw the water receding, I walked to Cong market to buy food. Fish, meat and dried goods were not in short supply, the prices were the same as usual, only vegetables and fruits, mainly brought from Da Lat, were still scarce, not as abundant as usual. The prices of these items were almost double, such as su buds, cabbage, beans, eggplant... Grass ducks, which normally cost 170,000 VND/bird, have now increased to 210,000 VND/bird.
According to the Department of Industry and Trade, since November 3, when the water gradually receded, the goods distribution system, from supermarkets, convenience stores to traditional markets... has resumed operations. Large retail businesses such as Co.opMart Hue, Go! Hue, Bach Hoa Xanh, WinMart... quickly resupplied goods from transit warehouses, prioritizing food, foodstuffs, bottled water, gas, gasoline and dry goods.
Ms. Bui Thi Thu Hang, Head of Dong Ba Market Management Board, said that on the morning of November 4, when the water receded to ensure safety and the market was re-energized, most of the main and street goods were open for sale.
In the low-lying areas of Phong Dinh, Quang Dien, Phu Vang..., some local markets are still partially flooded but traders have returned to business. Many traders and businesses have proactively stocked up on food in advance, so there has been no shortage of goods or unusual price increases.
The Market Management Force has increased inspections of points of sale and warehouses, promptly detecting and handling acts of hoarding and price gouging. During the peak days of floods, this force has coordinated with local authorities to organize mobile sales in isolated residential areas, ensuring that people do not lack essential goods.

After the flood, the shopping psychology of Hue people has gradually stabilized. At markets such as Dong Ba, An Cuu, Phu Bai, the number of shoppers has not returned to the same level as before the flood, but has increased significantly compared to the days of flooding. Green vegetables, fresh meat and fish have increased slightly by 5-10% due to the lack of abundant supply, but in general, prices are still under control.
Vegetables and fruits from highland areas such as Huong Thuy, Huong Tra, Nam Dong, and A Luoi are mobilized and brought to the city, contributing to stabilizing the market.
The market is gradually stabilizing
Up to now, the rapid restoration of electricity, water and telecommunications systems has created favorable conditions for small production and business establishments to resume operations. Many supermarkets and convenience stores have launched promotions to stimulate demand and reduce prices on fresh food, dried goods and household goods, helping people easily access safe and reasonably priced goods.
A representative of Co.opMart Hue supermarket said that the unit's inventory is still maintained at a high level, enough to supply consumer demand for at least the next 2-3 weeks; at the same time, it is ready to transfer goods from other provinces if the market fluctuates.

From October 29 to November 4, 2025, the Department of Industry and Trade deployed the provision of reserve goods to support localities and people to overcome the consequences of floods with a total value of more than 9.79 billion VND. Specifically, 31,800 boxes of instant noodles, 15,600 boxes of milk (including 3,803 boxes of nutritional milk and 11,797 boxes of sterilized fresh milk), 16,200 liters of gasoline and 4,200 liters of oil were provided. The goods were promptly distributed to deeply flooded areas, helping people to soon stabilize their lives.
According to the Department of Industry and Trade, the remarkable thing about this flood is that the response capacity of the goods distribution system has been improved compared to before. Large enterprises all have plans to stockpile on-site and distribute goods according to location; localities have arranged transit points and support transportation teams.
The city is also reviewing warehouses in low-lying areas to calculate relocation plans to ensure safety during the rainy and stormy season. In the long term, the Ministry of Industry and Trade aims to form a "disaster response supply network", connecting businesses, cooperatives and the State's reserve force. In addition, encouraging businesses to digitize warehouse management, link supply chains, and build safe, disaster-friendly points of sale will be a sustainable direction.
After difficult days due to floods, market life in Hue is gradually returning to normal. The efforts of the government, functional agencies and businesses in ensuring essential goods not only help stabilize people's lives, but also demonstrate the local economy 's ability to manage risks and adapt flexibly to increasingly extreme climate change.
