Reviewing the contents of the 30th session of the 19th Provincial People's Council in the field of Law

The Legal Department reviewed the content of the Submission and draft resolution on deciding the number of labor contracts and supporting the payment of labor contracts for teachers, administrative staff at public preschools and generaleducation institutions and cooks in public preschools in Bac Ninh province for the 2025-2026 school year. At the same time, reviewed the results of the first 6 months of the year and the tasks for the last 6 months of the year in the following areas: Ensuring security and order; inspection work, receiving citizens, handling complaints and denunciations of citizens and the work of preventing and combating corruption, practicing thrift, combating waste; inspection work; trial work; civil judgment enforcement work, monitoring administrative judgments.

The Legal Department basically agrees with the reports and submissions; recommends the Provincial People's Committee to continue promoting administrative reform; strengthen coordination between agencies and units in handling professional work; overcome the situation of shirking, fear of mistakes, fear of responsibility; propose effective measures to handle prolonged, crowded, and complicated complaints and denunciations. Direct the review of the 2025 inspection plan in accordance with actual conditions and situations. Effectively implement the Resolutions of the Provincial Party Standing Committee and the Plan of the Provincial People's Committee; promote the building of a truly clean, strong, disciplined, elite, and modern Bac Ninh Provincial Police force to meet the requirements and tasks in the new situation. Propose that the Provincial People's Procuracy continue to improve the quality of the practice of the right to prosecute and supervise judicial activities and the quality of the prosecutor's arguments at court, strictly implement the Regulations on coordination with agencies and units under the province, propose directions and measures to overcome the difficulties in the coming time. The Provincial People's Court accelerates the progress and improves the quality of handling and adjudicating all types of cases, avoids the situation of missing crimes and criminals and improves the quality of case resolution. The Provincial Civil Judgment Enforcement Department focuses on inspection and self-inspection within the sector, promptly corrects limitations and shortcomings, strictly handles violations of procedures in the organization of civil judgment enforcement, especially in verifying conditions for judgment enforcement; proactively coordinates with the Court and sectors and localities to remove difficulties and obstacles in the process of organizing judgment enforcement in the area...

In order to terminate the validity of legal documents or parts of legal documents that are no longer applied in practice according to the provisions of the Law on Promulgation of Legal Documents, as well as to ensure compliance with the practical situation when implementing the 2-level local government model, the Legal Affairs Committee also reviewed the Submission and draft resolution on the abolition of a number of Resolutions of the Provincial People's Council; requested that specialized units continue to coordinate with relevant agencies, complete the content of the Submission, review report, and draft Resolution to be submitted at the 30th session of the 19th Provincial People's Council.
