Review the process,   staffing arrangements, facility layout

A delegation from the Hue City People's Committee, led by Mr. Nguyen Thanh Binh - Standing Vice Chairman of the City People's Committee, conducted a field inspection of the preparations for operating the two-tiered local government model in Huong Tra Town.

To date, the locality has basically completed the reorganization of personnel, infrastructure, and public service units for the three new administrative units: Huong Tra ward, Kim Tra ward, and Binh Dien commune. The two-tiered local government model will officially come into operation from July 1, 2025.

The entire town has assigned more than 130 officials, civil servants, and employees to commune-level units, ensuring the correct staffing levels, job titles, and capacity to perform tasks. The organizational structure includes all specialized departments such as the People's Council and People's Committee Office, the Economic and Infrastructure Department, the Culture and Social Affairs Department, and the Public Administrative Service Center in each ward and commune.

Notably, three commune-level public service centers have been established in Huong Tra, Kim Tra, and Binh Dien. These centers are organized as interdisciplinary centers, providing essential public services such as urban order management, culture, education , health, and land management. This is considered an important solution to bring public services closer to the people, shorten processing times, and increase service efficiency.

Huong Tra has also completed the transfer, dissolution, and merger of public service units at the town level, ensuring a streamlined organizational structure.

Specifically, the Vocational Training and Continuing Education Center was merged into the Regional Center 2 under the Department of Education and Training; the Project Management Board and the Land Development Center were transferred to Hue City for management; the Urban Regulations Team was dissolved, and its staff were transferred to commune-level centers. 35 schools in the area were also decentralized and placed under the direct management of the new local authorities.

By July 1, 2025, the entire town will have 60 cases of officials, civil servants, and employees proposed for early retirement or termination of employment under Decree 178/2024/ND-CP and Decree 67/2025/ND-CP. This is a necessary step, contributing to the modernization of the administrative apparatus towards a streamlined and efficient model, in line with the new organizational structure.

The Standing Vice Chairman of the City People's Committee, Nguyen Thanh Binh, acknowledged and highly appreciated the proactive and decisive efforts of Huong Tra Town in preparing for the project, from personnel allocation and infrastructure arrangement to the completion of the administrative apparatus. "The operation of the two-tiered local government model is a major step forward, requiring high determination, innovative thinking, and proactive flexibility from the grassroots level," Mr. Binh emphasized.

Mr. Nguyen Thanh Binh noted that Huong Tra town needs to continue to carefully review the actual situation, promptly resolve any arising difficulties, and closely coordinate with relevant departments in perfecting the legal framework and guiding administrative procedures, especially in sensitive areas such as land, construction, and internal affairs.

The human factor was particularly emphasized by the Standing Vice Chairman of the City People's Committee. According to Mr. Binh, there needs to be a plan for assigning and deploying officials according to their capabilities, understanding of the local area, and readiness to adapt to the new organizational model. In addition, the archiving of records and data management needs to be organized systematically and scientifically to serve future operational and inspection work.

On the same day, Standing Committee member of the Hue City Party Committee and Vice Chairman of the Hue City People's Committee, Nguyen Chi Tai, along with a delegation, inspected the preparations for the operation of the two-tiered local government system in Long Quang commune, Nam Dong commune, and Khe Tre (new) commune.

Mr. Nguyen Chi Tai conversed with and listened to the thoughts and aspirations of the people.

According to the People's Committee of Phu Loc District, immediately after the meeting of the City Party Committee's convening committees of the communes/wards, the Phu Loc District Party Committee organized a meeting of the convening committees of the communes/wards; issued decisions and plans of the Standing Committee of the Phu Loc District Party Committee on the establishment of a working group to direct the organization of activities and conduct trial operation in the communes. Phu Loc commune is the first unit to conduct the trial operation, followed by the remaining communes; the trial operation in all communes will be completed before June 27, 2025.

Leaders of the Phu Loc District People's Committee and communes requested that all levels, departments, and agencies provide financial support for the purchase of equipment at the Public Administrative Service Center in accordance with the guidance and requirements of the Government Office. They also requested that departments and agencies continue to provide training and guidance on common and specialized software to ensure smooth, effective, and efficient operation.

The Standing Committee of the Hue City Party Committee and Vice Chairman of the Hue City People's Committee, Nguyen Chi Tai, highly appreciated the proactive preparation of the leaders of Phu Loc district and the communes in matters related to the implementation of the two-tiered local government system. He also acknowledged the proposals and recommendations from the localities. The leaders of the City People's Committee always listen to, research, and resolve difficulties and obstacles from the grassroots level.

Vice Chairman of the Hue City People's Committee Nguyen Chi Tai requested the locality to focus on the following key tasks: Reviewing processes, procedures, and conditions; reviewing infrastructure to ensure the efficient, effective, and smooth operation of the two-tiered local government system without interruption; reviewing the staff, assigning appropriate personnel to maximize their capabilities and handle work effectively; regularly inspecting and monitoring, identifying obstacles, and promptly reporting and making recommendations for solutions to ensure the new system operates effectively and meets the set requirements and tasks…

Ensure that the system operates smoothly from July 1st onwards.

At the Thuận Hóa District People's Committee, Vice Chairman of the Hue City People's Committee Hoàng Hải Minh The meeting focused on inspecting and guiding the preparation for the operation of the two-tiered local government system. Also in attendance were district leaders, representatives from city departments and agencies, and conveners from the five wards in the area.

Acting Chairman of the District People's Committee Nguyen Dinh Bach reported on the progress of the trial operation of the two-tiered government model, the review and processing of outstanding administrative procedures, and the progress of preparing for the handover of documents between units before the merger. In particular, the construction and arrangement of the commune-level Public Administrative Service Center is being urgently implemented to ensure uninterrupted service for citizens and businesses from July 1st.

Mr. Hoang Hai Minh delivered a directive speech at the working session.

According to Mr. Nguyen Dinh Bach, the district has established working groups, assigning specific tasks to each member to monitor operations in the wards. Currently, the conveners are urgently assigning tasks, drafting operating regulations, developing personnel plans for specialized departments, and preparing the content for the first ward People's Council meeting after its establishment.

Furthermore, Thuan Hoa district has organized numerous training courses on administrative skills, land management, construction order, information technology application, and digital transformation for its staff and civil servants. Improving the capacity of this workforce is considered a key task to ensure the new government system operates effectively and quickly. The District People's Committee also directed departments, especially the Department of Natural Resources and Environment, to urgently review and resolve all outstanding land records where citizens have already fulfilled their financial obligations, preventing any loss during the handover process.

During the meeting, representatives from various departments and localities made recommendations regarding the need for funding to invest in infrastructure, equipment, and operating software systems, and requested more specific guidance on processing documents and installing specialized software.

Vice Chairman of Hue City People's Committee Hoang Hai Minh highly appreciated the serious and responsible preparation of Thuan Hoa district, and at the same time requested the District People's Committee to direct departments and localities to quickly complete the remaining tasks, especially the administrative center's apparatus, ensuring that from July 1st the system must operate smoothly and stably; he also requested the Department of Finance to soon allocate funds to support localities in investing in necessary equipment for the newly established wards.

“We must organize our time scientifically and strive to complete each task to ensure the system operates on schedule. After An Cuu ward, other units must conduct trial runs of the Public Service Center system to ensure that all conditions, from infrastructure, software, internet connection to personnel, are ready,” Mr. Hoang Hai Minh instructed.

To ensure a smooth and effective transition, on the afternoon of June 25th, Quang Dien district organized a trial run of the operations of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the district, and political and social organizations of the newly established Quang Dien commune.

Le Ngoc Bao, Secretary of the Party Committee and Chairman of the People's Council of Quang Dien commune, discussed issues that arose during the trial operation.

The pilot operation includes: Meetings of the Standing Committee of the Party Committee, the Executive Committee of the Party Committee, and the Party Committee itself to carry out certain tasks and powers regarding organizational structure; staffing; cadres, civil servants, and public employees... with the aim of perfecting the organization and structure of the new commune-level apparatus to be operational immediately after its establishment.

Conducting trial runs and implementing routine business processes in the following areas: Organization and personnel; Party organizations and members; internal political security; inspection and supervision; office administration; propaganda and mass mobilization; internal affairs; the Fatherland Front and socio-political organizations, along with other related matters.

Through the trial operation, the leaders and key officials of the newly established Quang Dien commune have promptly learned from experience and adjusted unsuitable aspects; gradually perfecting the operational model towards a streamlined, effective, and efficient model; contributing to improving the quality of the political system at the grassroots level and meeting the requirements of the tasks in the new situation.

Meanwhile, Phu Vinh (new) commune also conducted a trial run of the operation. of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and political and social organizations. Attending the trial operation was Mr. Ho The Hung, Standing Deputy Secretary of the District Party Committee and Chairman of the People's Council of Phu Vang District.

The trial run aims to draw lessons learned, make timely adjustments, and refine the new organizational structure, ensuring efficient operation when the two-tiered local government model officially comes into effect on July 1st.

Trial operation is underway in Phu Vinh (new) commune.

This occasion included the first meeting of the Executive Committee of the Commune Party Committee, term 2025-2030, which approved the working regulations of the Commune Party Committee and discussed and agreed on a resolution to comprehensively lead all political tasks for the last six months of the year; the first trial session of the People's Council; the trial operation of the first meeting of the Commune People's Committee to consider and approve important related work contents; and the trial operation of the Public Administrative Service Center to handle administrative procedures for organizations and individuals.

The purpose of organizing a trial run of the Party, People's Council, People's Committee, Vietnam Fatherland Front Committee, and political and social organizations in Phu Vinh commune after the reorganization is to ensure that the apparatus operates smoothly, continuously, effectively, and efficiently, contributing to building a modern government that better serves the needs of the people and businesses.
