This afternoon, June 17, the Economic - Budget Committee of the Provincial People's Council worked with the People's Committee of Quang Tri town to review the contents submitted to the 25th session of the 8th Provincial People's Council for the 2021 - 2026 term. At the meeting, the People's Committee of Quang Tri town reported on the process of building the Urban Architecture Management Regulations of Quang Tri town. Accordingly, the regulations have 4 chapters, including: general regulations; management of architecture, landscape space; management and protection of valuable architectural works; implementation organization.
The purpose of the regulation is to manage architecture and implement the general planning project of Quang Tri town which is being adjusted; control new construction, renovation, and urban embellishment towards sustainable architectural development, protecting landscapes and cultural identity within the town; and specifically stipulate the responsibility for architectural and construction management for the People's Committee of Quang Tri town.
Specialized agencies of the town; organizations and individuals with activities related to space, architecture and landscape of Quang Tri town. Create a legal corridor for managing construction investment, granting new construction permits or renovating and embellishing architectural works and landscape design in urban areas; as a basis for determining the establishment of urban planning and design tasks for areas without approved detailed planning and urban design.
Regarding the implementation status and results of public investment projects from capital sources managed by the locality, according to the report of the People's Committee of Quang Tri town, the total public investment plan of the town for the period of 2021 - 2025 is 694,389 billion VND. Of which, the town budget balances 487 billion VND; the central and provincial budgets support 207,389 billion VND. The period of 2021 - 2023 is 238,549 billion VND, reaching 34.2% of the plan.
The reason is that some regulations in legal documents related to public investment are still overlapping. Some regulations on public asset management have not been specifically decentralized, leading to confusion in the implementation process, affecting the implementation of public investment capital plans.
Resolving obstacles in handling land leveling issues is still difficult, leading to delays in the progress of some projects. Internal capital sources mainly come from land auction proceeds and asset liquidation. However, due to fluctuations in the real estate market while the asset liquidation source has not been implemented, the level of capital response to implement projects is still facing many difficulties.
At the meeting, the People's Committee of Quang Tri town proposed to supplement the 2024 capital plan for a number of projects to have a source of payment for site clearance work, speeding up construction progress. Early approval of the plan to sell assets on land and transfer land use rights to have a basis for organizing auctions to liquidate some assets that are not in use. Removing obstacles in calculating starting land prices to speed up the progress of auctions to exploit land funds.
Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Council Nguyen Chien Thang emphasized that establishing regulations on architectural management is extremely necessary and must be done simultaneously with the three types of urban planning.
In particular, the adjustment of zoning planning is very important and must be implemented urgently. Note that the orientation for building architectural management regulations must have a long-term vision; must preserve historical and revolutionary relics and culture. It is recommended that the Department of Construction, during the appraisal process, must be extremely careful with the contents of the regulations to ensure that when applied in practice, there is no overlap or unreasonableness.
Regarding the medium-term public investment plan for the period 2021 - 2025, Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang requested Quang Tri town to review and adjust the public investment plan based on the actual situation, and select urgent projects to prioritize implementation.
The Economic and Social Affairs Committee synthesizes the difficulties and recommendations of the town to work with relevant agencies to resolve difficulties for the locality.
