Important projects in Thang Binh district are being implemented such as Vo Chi Cong road to Dong Que Son Industrial Park, National Highway 14E, Central Region Linking Road of Quang Nam province and Tieu La road project (section from Tu Thiet to Binh Quy).
The representative of the District Land Fund Development Center - Service Industry said that for the project to upgrade and expand National Highway 14E, more than 14.6 km has been handed over, reaching 83.96% of the length through the district. The People's Committee of Thang Binh district has approved 47 compensation plans, with a total amount of more than 81 billion VND; the total number of approved households is 1,172; the total number of households receiving money so far is 1,108, the remaining 64 households have not received money. Of which, Binh Quy commune has 54 households, Binh Tri has 5 households and Binh Lanh commune has 5 households.
For Component 2 of the Project to complete coastal road 129 (Vo Chi Cong), the section passing through Thang Binh district has a total length of 22.14km, of which the section from Vo Chi Cong road to National Highway 1 is 3.74km long; the section from Vo Chi Cong road to Dong Que Son Industrial Park is 18.4km long. Up to this point, Thang Binh district has approved a compensation, support and resettlement plan of 34.94 billion VND for 645 households. Currently, the locality has handed over the site to the investor for construction of 12km.
Mr. Vo Van Tu - Chairman of Binh Giang Commune People's Committee said that the whole commune has 45 plots of land affected by the Project to complete the 129 coastal road. Of which, 25 plots of residential land have been notified of land recovery and coordinated with relevant units to establish legal documents on land to submit compensation documents to have a basis for implementing compensation, support and resettlement plans in accordance with the prescribed process. The locality has organized meetings to review the origin of the land and complete inheritance documents, ensuring legal documents to submit land recovery to prepare compensation plans.
According to Mr. Tu, one of the difficulties leading to the slow implementation of the project is due to the new Land Law changing the support and compensation prices, making it difficult to propagate and mobilize people.
For the Central Region Linkage Project of Quang Nam Province, the District People's Committee has so far approved 6 compensation plans with a total amount of 3.06 billion VND. The compensation unit has paid compensation to the people, 67 households have received money and handed over 0.7/2.02km of land.
For the Tieu La road project, from Tu Thiet to Binh Quy, the Department of Natural Resources and Environment of Thang Binh district is currently checking and adjusting the land recovery notice for 112 plots of eligible cases. After having the results of adjusting the land recovery notice and land price plan, the center will organize the completion of documents and procedures related to the plan, organize the public announcement and submit for approval. For the remaining cases including 17 plots, the District Land Fund Development Center - Service Industry is currently coordinating with Ha Lam town and Binh Quy commune People's Committee to organize the completion of legal documents, related procedures, submit compensation documents and organize the public announcement of compensation plans according to the prescribed process.
Mr. Nguyen Van Thong - Director of the Center for Land Fund Development - Service Industry of Thang Binh District said that the work of establishing and publicizing the compensation and support plan for households affected by the project is still slow, the reason is that it is necessary to adjust the land acquisition notice with large affected volume and re-establish the specific land price plan at the time of approving the compensation plan.
According to Mr. Thong, one difficulty encountered in the process of issuing compensation plans for site clearance for projects is the support price, both for land prices and crop prices. However, up to now, the Provincial People's Committee has not issued unit prices for annual crops such as onions, shallots, shallots, vegetables, rice, etc., so it has not been possible to issue compensation and site clearance plans for projects.
To ensure the progress of handing over the land for agricultural plots where people are cultivating crops, the District Land Fund Development Center - Industrial Services Center requests the Steering Committee for compensation, support for site clearance and resettlement of projects in Thang Binh district to agree to allow the organization to publicly apply prices for approval for the affected land to mobilize people to receive money for handing over the land. After the official price of annual crops is issued, additional approval will be submitted for support for crops, rice, shallots, onions, etc.
Ms. Phan Thi Nhi - Vice Chairman of the People's Committee of Thang Binh district requested the sectors and communes and towns to focus on removing obstacles related to the site clearance of these projects such as examining the origin of the land, ensuring compensation records, and legal records for land recovery. In addition, the sectors and localities with projects must recognize the obstacles and propose solutions. At the same time, actively propagate and mobilize households to hand over the site, ensuring the progress of the projects.
