The content of the contest is to record by video or video images the implementation of models, typical examples of "Skilled Mass Mobilization" in the district in economic, cultural - social development, ensuring security - defense and building the political system; especially the task of participating in building new rural areas - civilized urban areas, the implementation of the Law on Democracy Implementation at the grassroots level...

In addition, record the authentic activities of cadres, party members, civil servants, public employees, soldiers of the armed forces, cadres of the Fatherland Front and socio-political organizations participating in activities with people at the grassroots level related to propaganda work, mobilizing people to comply with the Party's guidelines, policies and laws of the State; mass mobilization work of state agencies, authorities, armed forces, the Fatherland Front and socio-political organizations.

Contest entries must reflect realistic images and footage, demonstrating meaningful activities with great influence and high propaganda value of cadres and party members directly participating in activities with people at the grassroots level; highlighting methods, ways and "skillful" effectiveness in mobilizing people to participate in implementing political - social, security - defense tasks at the locality and unit.

The work must have been recorded between 2023 and the date of entry; works that have been entered into other competitions are not eligible to enter this competition. Video clips must be 7 to 10 minutes long.

The contestants are the Party Committees of 22 communes and towns. The launching and implementation period is from the date of the plan's issuance to the end of August 2024. The time for receiving video clips is from September 1 to 10, 2024 at the Party Committee of Thang Binh District. Each unit can participate in the contest with 1 work.
