Establishment of the Council for Appraisal of the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong Railway Project
Deputy Prime Minister Tran Hong Ha has just signed Decision No. 230/QD-TTg dated January 24, 2025 to establish the State Appraisal Council to appraise the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project.

The Decision clearly states that a State Appraisal Council will be established to appraise the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project.
The Minister of Planning and Investment is the Chairman of the Council. The Vice Chairman of the Council is the Deputy Minister of Planning and Investment.
The members of the Council include: Leaders of the Ministries of Transport, Finance, Construction, Industry and Trade, Agriculture and Rural Development, National Defense, Public Security, Science and Technology, Foreign Affairs, Justice, Culture, Sports and Tourism, Information and Communications, Education and Training, Natural Resources and Environment; leaders of the State Bank of Vietnam; leaders of the State Capital Management Committee at Enterprises; leaders of the People's Committees of the provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, Hai Phong.
The Vice Chairman of the Council, Council members, and the Council's standing body shall comply with the provisions of Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government stipulating the order and procedures for appraising important national projects and monitoring and evaluating investment.
Members are responsible for providing their opinions within the time limit as requested by the Standing Body of the Council. If they fail to respond within the deadline, it is considered that they agree with the content of the consultation of the Standing Body of the Council and are fully responsible for not responding on time.
The Chairman of the Council and its members are responsible to the Prime Minister for the quality and progress of the appraisal, ensuring the progress of submission to the 15th National Assembly for consideration and decision at the 9th extraordinary session (February 2025). The Council is responsible for completing the Appraisal Report according to regulations, clearly affirming that the Project's Pre-Feasibility Study Report is eligible for the Government's approval and submission to the National Assembly for decision on the investment policy.
Agencies with members of the Council must send written nominations to the Council's Standing Agency (Ministry of Planning and Investment) before January 25, 2025.
The Ministry of Transport is responsible for providing complete relevant documents during the Project appraisal process, arranging investment preparation capital to serve the preparation, appraisal and approval of the Pre-Feasibility Study Report in accordance with the provisions of law.
