
On the occasion of the 43rd anniversary of Vietnamese Teachers' Day, November 20, the People's Committee of Ho Chi Minh City recently held a meeting with teachers and leaders of universities, colleges, academies, and branches... in Ho Chi Minh City.
This is an opportunity for Ho Chi Minh City leaders to express their gratitude to the teaching staff; at the same time listen to and respond to recommendations and proposals from principals in planning local development policies.
Attending the meeting were comrades: Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee; Associate Professor, Dr. Vu Hai Quan, Permanent Deputy Minister of Science and Technology; Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, and more than 70 leaders of universities, colleges, academies... in Ho Chi Minh City.
At the meeting, Associate Professor, Dr. Hoang Cong Gia Khanh, Principal of the University of Economics and Law, Ho Chi Minh City National University, shared about the journey of cooperation between the school and Ho Chi Minh City in managing and developing public assets.
Associate Professor, Dr. Hoang Cong Gia Khanh commented that the policy of the Central Government and Ho Chi Minh City on transferring public assets after restructuring the apparatus to educational and health units is very correct and very timely. The important issue now is how to make the transfer achieve the goal, effectively and transparently. To do so, it is necessary to specify the principles, criteria and conditions of transfer, including general principles, conditions and specific criteria for each specific case. In addition, resolving legal problems of these assets is also a key issue.

According to Associate Professor, Dr. Hoang Cong Gia Khanh, the University of Economics and Law has been entrusted by Ho Chi Minh City to coordinate with the Department of Finance to implement the Project "Management, exploitation and use of public assets", which has been completed and put into practical application.
In the context of Ho Chi Minh City's expansion, the University of Economics and Law supports the policy of transferring surplus public assets after restructuring the apparatus to educational and medical units; at the same time, the University of Economics and Law is ready to continue research to perfect the set of principles, criteria and conditions for transfer.
Also at the meeting, Associate Professor, Dr. Nguyen Huu Huy Nhut, Vice Principal in charge of Hoa Sen University, emphasized that after administrative expansion, Ho Chi Minh City needs to consider the marine economy as a new growth driver, moving towards a green and knowledge-based economy.
After decades of relying on industry, services and urbanization, Ho Chi Minh City is now opening up a new growth horizon: Marine economy.
Developing the marine economy is not only about exploiting geographical advantages, but it is also a vision of transforming the growth model, towards a green economy, a circular economy and a knowledge economy, where the sea is not only a resource, but also a space for sustainable development.

Meanwhile, Professor, Doctor Nguyen Thu Anh, President of the University of Sydney Vietnam (SVI) proposed 3 issues for Ho Chi Minh City:
Firstly, applying digital technology, AI, smart devices and big data to personalize diagnosis and treatment, aiming to become a high-quality medical center in the region and eliminate geographical distances.
Second, build preferential policies to form biotechnology research and production centers, attract investment and human resources for high technologies in healthcare such as cell therapy, gene editing, precision medicine, and AI/ML applications to shorten the development time of new drugs and treatments.
Third, Ho Chi Minh City needs to take advantage of natural resources and Vietnamese culinary strengths to produce clean functional foods, meeting global trends in health and nutrition.
In addition, SVI also hopes that Ho Chi Minh City will guide the procedures for SVI to be considered for tax exemption and facilitate procedures for receiving international aid, in order to help SVI carry out research activities to serve the community and contribute to the sustainable development of Ho Chi Minh City.
Talking with teachers and leaders of universities, colleges and academies, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang acknowledged the efforts and initiatives from the academic community for the socio-economic goals of Ho Chi Minh City; including the human resource training program for pilot programs, the green transformation program for Ho Chi Minh City and international cooperation initiatives in health.
Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang also emphasized that Ho Chi Minh City is committed to creating all favorable conditions for universities to develop to their fullest potential, to promote the effectiveness of the "school-institute-government" model.
Comrade Tran Luu Quang said that in the near future, Ho Chi Minh City will have changes, especially changes in the way of doing things and approaches to difficult tasks, because doing things the old way is difficult to solve.
“We encourage everyone to be braver,” said the Secretary of the Ho Chi Minh City Party Committee. According to comrade Tran Luu Quang, the current system has changed a lot, and if we can take advantage of it, there will be more conditions for Ho Chi Minh City to develop.
The head of the Ho Chi Minh City Party Committee wishes to listen more to the opinions of experts and scientists; assigns the Ho Chi Minh City Institute for Development Studies to be the focal point for receiving information, classifying, advising and making recommendations.
