Ho Chi Minh City does not continue to rearrange communes and wards.

On October 22, comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee chaired the Conference to review the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

After the reorganization of the two-level local government apparatus, Ho Chi Minh City now has 168 communes, wards, and special zones. Among them, there are some communes and wards that do not meet the area requirements but have special population characteristics.

At the conference, comrade Tran Luu Quang said that recently, the City has received information that there are still 48 wards and 4 communes in the area that do not meet the area requirements as prescribed and must continue to be rearranged. Ho Chi Minh City has the characteristics of limited land and a large population, so the area criteria in some specific areas certainly cannot be met.

However, the City has considered many principles and criteria in the arrangement and the Central Government has approved this arrangement.

Comrade Tran Luu Quang affirmed that in the next few years, the city will not reorganize wards and communes, but will focus on consolidating and improving the quality of operations of the existing apparatus. Therefore, he requested that cadres and civil servants of wards and communes continue to focus on their work.

Comrade Tran Luu Quang added that the city's work was already large before, but after the merger it became even larger, more diverse, richer and more difficult. Many officials from Binh Duong and Ba Ria-Vung Tau had to travel far to ensure their jobs.

“Some Public Administration Service Centers at the commune and ward levels have to handle 300-400 files per day, which is a very large volume. In some places, staff have to work until evening to finish their work, not everyone is familiar with the work because there are many new things, and the network connection is limited,” said the City Party Secretary.

At the conference, comrade Tran Luu Quang requested communes and wards to continue to resolutely implement Resolution No. 18, taking steps to complete and stabilize gradually, focusing on promoting the role of leaders at the grassroots level because leaders decide many things.

He assigned the City People's Committee Party Committee to lead and direct the Party Committees of the Department of Finance, Department of Construction, Department of Agriculture and Environment, etc. to have hotlines and specific addresses to support communes and wards in handling certain tasks.

At the same time, communes and wards can selectively apply artificial intelligence to solve work in their localities.

In addition, the Secretary of the Ho Chi Minh City Party Committee also suggested that wards and communes proactively exchange with each other to learn from each other's experiences to handle work more effectively.
