Hoa Binh City: Effectiveness of the project to build, repair and upgrade cultural houses

The facilities are well-invested, ensuring the seating capacity, the need for a cultural house (CNH) as a place for community activities is met... That is the joy that people in many residential areas in Hoa Binh City are enjoying since the implementation of Resolution No. 49/NQ-HDND, dated December 18, 2021 of the City People's Council on the approval of the Project on arranging, converting, allocating land for construction, repair, upgrading, and expansion of cultural houses in hamlets and residential groups in Hoa Binh City by 2025.

Comrade Nguyen Thi Dam, Deputy Head of the Department of Culture, Science and Information of Hoa Binh City said: After the implementation of the arrangement of administrative units at the district and commune levels, the city has a population of over 140,000 people, 19 wards and communes with 214 hamlets and residential groups, and 6 ethnic groups living together. The arrangement and merger of hamlets and groups has led to a situation of both excess and shortage of grassroots cultural institutions, the Cultural House is not located in a convenient location for community activities, or does not have enough seating area. The problem of arranging, converting, allocating land for construction and expanding the Cultural House faces many difficulties in terms of procedures, land funds, etc.

Through the assessment of the current situation, the whole city has 195 cultural houses serving community activities for 208 hamlets and residential groups, of which 56 cultural houses are surplus after the merger, 55 cultural houses basically do not ensure seating for community activities; 46 cultural houses have a total land area of ​​less than 200m2. Some residential groups have to build inter-group cultural houses due to urgent needs. However, inter-group cultural houses have many shortcomings in management, use, and allocation of schedules for organizing community activities.

In early May 2025, the people of residential group No. 6, Dan Chu ward were excited when the group's cultural house was inaugurated and put into use, meeting the expectations of the people. Mr. Nguyen Van Ban, a member of the elderly association, shared: With a new cultural house, fully equipped, the elderly have a place to live and meet. In the early morning, we have a place to do health exercises, in the afternoon we come to watch our children and grandchildren play sports , volleyball, and women participate in performing arts practice.

According to Mr. Nguyen Viet Hung, Vice Chairman of the People's Committee of Hoa Binh City, implementing the plan to build, repair, renovate, upgrade and expand cultural houses in hamlets and residential groups, in the years 2022 - 2024, the city has approved funding support for the construction, repair, upgrade and expansion of 52 cultural houses, with a total budget support of over 25.7 billion VND. In addition to the local budget, through propaganda work in wards and communes, the community has mobilized social resources to contribute funds to implement cultural development policies in general and invest in cultural facilities in particular with a total amount of nearly 11 billion VND. In 2025, there will be 55 cultural houses registered for construction, repair and expansion, of which 18 cultural houses registered for new construction. It is expected that by the end of the year, the rate of completed construction, repair, upgrade and expansion of cultural houses in hamlets and residential groups will reach 64.3% of the project target.

According to the Vice Chairman of the People's Committee of Hoa Binh City, cultural institutions play an important role in building and developing national culture. In recent times, with the attention of the Party Committee and the government, the Project on arranging, converting, allocating land for construction, repair, upgrading, and expansion of cultural houses in hamlets and residential groups in the area has been well implemented, facilitating the organization and implementation of cultural activities, creating conditions to maximize creativity and cultural diversity as well as enhancing the effectiveness of state management of culture and developing cultural life at the grassroots level.
