To date, the city has provided more than 20 smart urban utilities with more than 1.3 million users of the Hue-S platform. The indicators for evaluating the effectiveness of management and public services have all improved significantly.
A representative of the city’s Department of Science and Technology shared that in the trend of globalization and the fourth industrial revolution, building smart cities is no longer an option, but has become an inevitable requirement. Especially, for Hue city - a place rich in cultural and historical traditions - applying technology to improve the quality of life, preserve heritage and develop sustainably is a strategic goal.
With a people-centered perspective, since 2018, Thua Thien Hue province (now Hue city) has developed and issued a project to develop smart urban services until 2020, with a vision to 2025, with the highlight being the establishment of the Smart Urban Monitoring and Operation Center (abbreviated as IOC Center), which is considered the heart of smart urban services in Hue city.

Along with that, the problem of connecting information between people, businesses and the government was raised and the smart urban service platform on the Hue-S mobile application was built with that goal.

The IOC Center has effectively operated smart urban services such as: Field reflection, urban monitoring through camera sensors, press information monitoring, public administrative service monitoring, smart urban network warning, electronic advertising monitoring, environmental monitoring, electronic cards, fishing vessel monitoring, information security monitoring; supporting natural disaster prevention and ensuring conditions for online working solutions.
In addition, businesses participate in building applications to serve smart cities, promoting the role of a driving force in providing technology products and services.
Hue City has issued a plan to improve and enhance the Local Innovation Index (PII), with the goal of bringing the city into the top 10 localities nationwide in terms of PII by 2025.
However, according to the assessment of the Department of Science and Technology, some pillars reflecting the output and actual impact of innovation are still limited. Chairman of the City People's Committee Nguyen Van Phuong said: After a period of officially operating the 2-level government model since July 1, the administrative apparatus of Hue City has been operating smoothly and seamlessly, without any interruption in handling work, ensuring good service to the people and businesses.
Regarding administrative reform, Hue city continues to maintain its position in the top of the country.
The Public Administration Reform Index (PAR Index) is currently ranked 7th; the Provincial Competitiveness Index (PCI) is ranked 6th - the fourth consecutive year that Hue city has been in the Top 10 nationwide.
According to data updated to the end of July, Hue city is among the leading localities nationwide (100%) in terms of the rate of completing tasks of commune-level authorities; ranked 3rd nationwide in completing provincial-level targets (14/14 tasks completed), Mr. Nguyen Van Phuong emphasized.

In Hue city, more than 73.3% of small and medium enterprises apply digital platforms to their production, business and transaction processes in the digital environment. The goal is that by 2025, the city will achieve 100% of digital government criteria, more than 90% of public services will reach level 4, the digital economy will account for 15-20% of GRDP, all agencies will deploy Cloud and more than 300 digital technology enterprises.
To realize Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the Hue City Party Committee concretizes it with Action Program No. 115-Ctr/TU dated February 24, 2025. This is a strategic step to create a driving force for comprehensive development for the city in the new period.
The program aims to create a major turning point, contributing to promoting socio-economic growth, reshaping the development model towards modernity, sustainability and efficiency.

In particular, it is necessary to focus on 4 main action axes, which are: Research and application of science and technology; leading digital transformation in education, health and public administration; promoting technology startups and policy advice, spreading knowledge to the community.

The successful implementation of Resolution No. 57-NQ/TW requires the participation of the whole society. People and the business community are at the center of the digital transformation process, while intellectuals and scientists play a key role in the process of innovation, creativity and technological development.
Based on the foundations that have been achieved, Hue is continuing to build a long-term strategy to develop science and technology and digital transformation in a synchronous manner.
