According to the conclusion of the Chief Inspector of Soc Trang province, in recent times, the state management of minerals in the province has been focused on by the Party Committee, Party organizations, and authorities, leading and directing implementation and achieving positive results. The licensing and exploitation of mineral resources basically ensure the provisions of the law on minerals; the planning for exploration, exploitation, and use of minerals as common construction materials for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 995/QD-TTg, dated August 25, 2023, in accordance with the provisions of the Law on Planning dated November 24, 2017.
Along with that, the Provincial People's Council issued a Resolution on the Planning for exploration, exploitation and use of sand resources in Hau River in Soc Trang province until 2020; Resolution on the regulation of environmental protection fees for mineral exploitation in Soc Trang province; Resolution on the use of minerals as common construction materials to supply Component Project 4 of the Chau Doc - Can Tho - Soc Trang expressway construction investment project phase 1...
The Department of Natural Resources and Environment (now the Department of Agriculture and Environment) has also coordinated with relevant sectors to implement many solutions in the state management of mineral resources, especially river and sea sand mining activities such as: Deploying software to manage and monitor river sand mining activities; managing information of enterprises and vehicles participating in mining activities; locating and monitoring mining vehicles and means of transport in real time (via GPS positioning devices); warning and reporting violations of mining outside the licensed area; monitoring and calculating mining output; connecting and sharing data with relevant systems to improve the effectiveness and efficiency of state management, overcome limitations and maximize the benefits that technology brings to build a modern mineral resources management system.
However, the conclusion also pointed out the limitations and shortcomings in this work such as: The Surveillance Camera Project has not been well implemented, slow implementation, some cameras have not met the monitoring requirements; the advisory work to manage this activity is not thorough and strict. Some contractors assigned to mines have not organized management and exploitation closely, causing delays in supplying materials to the projects.
Therefore, the Provincial Inspectorate recommends that the Provincial People's Committee direct a number of departments and branches to organize experience sharing for a number of collectives and individuals, and localities to enhance their sense of responsibility in managing mineral resource exploitation and environmental protection. At the same time, it requests that enterprises seriously organize experience sharing and take responsibility before the law if there are violations in mineral resource exploitation compared to the assigned work.
