According to the Ministry of Agriculture and Environment , the amendment and supplementation of several articles of the Law on Geology and Minerals aims to promptly resolve difficulties arising in practical implementation, especially regarding the mechanism for licensing, exploiting, and using minerals to serve key projects, public investment projects, and driving projects, contributing to accelerating the procedures for implementing infrastructure development projects and key national projects.

Specifically, the draft proposes that the mineral and geological planning management agency update information and data after deep exploration and expansion permits are granted; that investment projects under the public-private partnership method do not have to be based on land use plans; that mineral exploitation permits be adjusted to increase the exploitation capacity of Group III minerals used as common construction materials and Group IV minerals for existing mineral mines with valid exploitation permits; that procedures for mineral exploration, recognition, exploitation, and registration for mineral recovery in response to natural disaster emergencies be shortened; and that additional fees be added. mineral reserve appraisal, mine closure project...

Deputy Prime Minister Tran Hong Ha emphasized that the Law on Geology and Minerals provides comprehensive regulations on the specialized fields of geology and minerals; the Government Resolution addresses specific issues in the field of geology and minerals, along with other related matters.
Legal issues related to geology and mineral resources need to be categorized and proposals for additional resolution methods should be included in the articles and clauses of the Law on Geology and Mineral Resources and the Government Resolution. The application of special mechanisms in urgent mineral exploitation cases must fully meet specific criteria.
Deputy Prime Minister Tran Hong Ha instructed the Ministry of Agriculture and Environment to synthesize the contributions from ministries, sectors, and localities to finalize the draft amendments to the Law on Geology and Minerals and the Resolution guiding its implementation, and to promptly submit them to the National Assembly for approval and the Government for promulgation.
Specifically, it clarifies the definition and regulations for handling planning projects in other fields that overlap with geological and mineral resource planning. When exploring and investigating all resources, reserves must be assessed, and strategies for efficient exploitation and utilization must be planned. For mines with previously established raw material areas and defined investors, further bidding or auctioning should be discontinued. The decision not to hold bidding or auctions for mineral exploitation must be appropriate, harmonize the interests of the state and businesses, and ensure transparency and openness.
