In the context of the economy being affected by many external unfavorable factors and prolonged internal limitations, the difficulties in investment and comprehensive economic development in Quang Tri province are more clearly revealed. These are difficulties in attracting investment and budget collection, "bottlenecks" in the progress of capital disbursement for key projects and works. However, with the great efforts and determination of the Party Committee, the government and the people, Quang Tri province has focused on removing and overcoming difficulties and challenges to complete a number of key goals and tasks in socio-economic development in 2023.

Disbursement of public investment capital and budget collection are low.
Overall, in 2023, the province's socio-economic situation still has many shortcomings and limitations. Some sectors, fields and localities have not yet promoted their potential and advantages; some key targets have been low, including two important tasks that have a great impact and influence on growth: state budget revenue and public investment disbursement.
Although the management, operation and use of the budget are focused on by Quang Tri province with a spirit of thrift and efficiency, the local budget revenue in 2023 is estimated to reach 3,800 billion VND (of which domestic revenue is 2,690 billion VND/local budget estimate is 3,400 billion VND; import-export revenue is 1,100 billion VND/local budget estimate is 650 billion VND; support and contribution revenue is 10 billion VND), reaching 94% of the local budget estimate, reaching 96% of the central budget estimate.
The reason why the budget revenue in the area is lower than the estimate and compared to the same period last year is due to the global economic and trade situation declining; the complicated world political situation; difficulties in production and business activities of enterprises; high prices of input materials and fuels; and lack of orders and consumption markets.
The sluggish real estate market has affected revenue from land use rights auctions, leading to a reduction in personal income tax, registration fees, and other fees and charges; and a large decrease in current revenue. At the same time, the province must implement tax reduction policies to support production and business recovery according to the central government's policy.

Identifying that promoting the disbursement of public investment capital is an important political task, the highest responsibility of the leader, creating an important driving force to promote economic growth, from the beginning of the year, the Provincial People's Committee has focused on directing strongly with many specific solutions, striving for a monthly disbursement rate higher than the national average; determined to disburse 100% of the planned capital sources by December 31, 2023.
However, due to many objective and subjective reasons, as of November 20, 2023, the total disbursed value of public investment capital of the province was 1,515,314 billion VND, reaching 49% of the central plan and 59.2% of the actual plan implemented by the province.
Of which, local budget capital disbursed 645,036 billion VND, reaching 47.1% of the plan; central budget capital disbursed 612,219 billion VND, reaching 49.7% of the plan; Socio-Economic Development Recovery Program capital disbursed 32,172 billion VND, reaching 20% of the plan; National Target Program capital disbursed 225,814 billion VND, reaching 61.3% of the plan...
It is expected that some capital sources and projects will not be implemented according to the plan assigned by the Prime Minister, specifically foreign capital from the central budget (about 216 billion VND) due to ODA projects encountering many difficulties, proposals being slowly resolved by the central government and sponsors; land auction revenue has decreased sharply due to people's difficult lives, tightened real estate credit policies, and a sluggish real estate market; the expected revenue shortfall is about 512 billion VND, so there is no source for implementation and disbursement; the Socio-Economic Recovery and Development Program (about 58 billion VND) was assigned late by the Prime Minister and the completion of investment procedures is complicated and prolonged.
According to the reports and commitments of investors, the expected disbursement value of the province's 2023 plan is about VND 2,315 billion, reaching 75% of the plan assigned by the Prime Minister and reaching 90.5% of the actual plan implemented by the province; of which the local budget reached 98% of the plan; the central budget reached 86% of the plan; the National Target Program reached 100% of the plan; the Socio-Economic Recovery and Development Program (health sector) reached 64% of the plan. In addition, due to the fact that compensation and site clearance work still faces many difficulties and inadequacies; the demand for land for filling materials for construction projects is very large but the supply is not guaranteed... has affected the capital disbursement progress of the projects.
“ Bottlenecks” from dynamic projects and solutions to overcome them
In the field of investment and development, the province has actively mobilized, attracted, and called for strategic investors in key investment projects; focused on implementing infrastructure construction investment projects, especially transportation. In order to provide maximum support to investors and create opportunities to attract more large projects, Quang Tri province has promptly resolved difficulties in site clearance, filling materials, etc. to speed up the construction progress of investment projects, especially key, dynamic, and influential projects.

However, in reality, site clearance is one of the "bottlenecks" in investment projects in the province. This causes disadvantages in calling for and attracting investment as well as "missed appointments" in project implementation progress as committed to investors, of which the National Highway 9 upgrade project from Cua Viet port (Gio Linh district) to National Highway 1 (Cam Lo district) is a typical example. The project is 13.8 km long, with a total investment of 440 billion VND from WB loans, implemented in 2021-2022, but the 2 construction packages have only completed 5% -12% of the progress, so in October 2023, the WB cut the loan because Quang Tri province was slow to hand over the site.
Director of the Department of Planning and Investment of Quang Tri, Truong Chi Trung, said: "Currently, most of the province's large-scale transport projects are facing problems with site clearance such as: the Mekong Sub-region Urban Development Project, which is in its 7th year of implementation; the Cua Viet Port Expansion Project, which is in its 3-4th year of implementation". Therefore, Quang Tri province has focused on removing "bottlenecks" in key projects, especially for infrastructure projects considered vital such as: the National Highway 15D investment project connecting La Lay International Border Gate to My Thuy Port Area and the Cam Lo-Lao Bao Expressway to form a parallel route with the East-West Economic Corridor, increasing trade of goods through La Lay International Border Gate, the province's second international border gate connecting the North Central region, the Central Coast with the Southern Laos region, Eastern Thailand and forming the Vietnam-Laos-Cambodia development triangle.
Resolutely and synchronously implement solutions to boost the economy
In order to ensure the progress of key projects, the Provincial Economic Zone Management Board has developed a specific schedule for each project, and at the same time carried out tasks such as reviewing and assessing financial capacity, approving planning projects, promoting site clearance, issuing investment registration certificates, completing the leveling of resettlement areas, and completing environmental impact assessment procedures for a number of projects.
Step by step, investment in building economic zone infrastructure ensures connectivity, creating favorable conditions for investors to implement key projects. In addition, sectors and localities have directed and taken drastic measures in implementation, however, there are still many difficulties affecting the progress of project implementation.
To increase budget revenue from land use rights transfer revenue, relevant departments need to speed up the work of submitting and appraising specific land prices to calculate compensation and support when the State reclaims land, serving the decision on land prices for land allocation and land lease. Encourage potential investors and enterprises to participate in land use rights auctions. Complete procedures for adjusting the size of land fund development projects to serve land auctions to submit to competent authorities for appraisal and approval, serving the auction work.
Regarding the promotion of public investment disbursement, departments, branches and localities need to uphold the spirit and responsibility of their leaders; quickly resolve investment procedures and speed up project implementation. For contractors who deliberately delay construction and delay progress, based on the contractor's performance and the content of the signed contract, they will conduct inspections and handle contract violations.

Therefore, it is necessary to strengthen the inspection, supervision, urging, and resolutely and strictly handle cases of deliberate procrastination in disbursing capital. However, the most important solution at present is to attach responsibility to the heads, so it is required that heads of departments, branches, and localities continue to promote the sense of responsibility, seriously recognize and have solutions to join hands and contribute to effectively overcome existing problems and limitations. In particular, it is necessary to actively remove obstacles, promote disbursement of public investment capital; focus on directing the implementation of budget collection tasks to complete the state budget revenue estimate.
To do so, it is necessary to resolutely, synchronously and effectively implement tasks and solutions; review, evaluate and specifically analyze each collection area, each tax type to have timely direction and management plans, ensuring correct and sufficient collection. Focus on handling difficulties to promptly deploy auctions of residential service land projects, land for housing projects, commercial areas, etc.
On the other hand, the Provincial People's Council continues to perfect institutions to create development; accelerate the progress of public investment projects, infrastructure, socio-economic development, especially key and important projects of the province; national target programs, programs to restore and develop socio-economic development in the province.
