Deputy Minister of Industry and Trade Nguyen Hoang Long chaired the Conference
On August 21, in Hanoi , the Ministry of Industry and Trade held an online and in-person conference to review the implementation of Decree No. 57/2025/ND-CP on the direct power purchase mechanism (DPPA) and Decree No. 58/2025/ND-CP on the mechanism for developing renewable energy and new energy. Deputy Minister of Industry and Trade Nguyen Hoang Long chaired the conference.
According to Deputy Minister Nguyen Hoang Long, Decree 57 and Decree 58 were issued in March 2025, and immediately after that, the Ministry issued many documents guiding their implementation. However, the implementation shows that there are still difficulties and obstacles, requiring review and listening to opinions from localities, businesses and related organizations to continue perfecting the legal framework, removing barriers for the direct electricity purchase and sale mechanism and the renewable energy sector. This is also the consistent direction of the Minister of Industry and Trade, aiming to support businesses and promote development projects.
Reporting at the conference, Director of the Electricity Authority Pham Nguyen Hung said that the initial implementation of the two decrees has created a synchronous legal corridor, contributing to promoting the development of electricity activities nationwide. However, the implementation has raised many complaints from localities and businesses. Regarding Decree 57 in particular, there are three groups of concerns: The electricity price framework in the DPPA mechanism through the private grid; the cost of clearing the difference in the DPPA mechanism through the national grid and the Certificate of registration for rooftop solar power development.
The Electricity Authority believes that it is necessary to continue to develop a price framework in accordance with the Electricity Law 2024, and at the same time review and carefully evaluate the impact of eliminating the differential compensation cost before making a decision. Some other contents will be amended according to a simplified procedure to create consistency for implementation.
Regarding Decree 58, two important policies are set out: developing self-produced and self-consumed power sources and developing offshore wind power. Regarding rooftop solar power, many businesses proposed expanding the subjects eligible to buy surplus output, and at the same time adding regulations on installing monitoring and control equipment suitable for the capacity scale to avoid waste. Some opinions also proposed regulating the agency receiving notifications of power source development to be the People's Committee at the commune level to be consistent with the two-level government model and facilitate administrative procedures. Meanwhile, regarding offshore wind power, businesses proposed clarifying the conditions for projects to enjoy incentives, adding regulations on survey projects, and limiting the area of surveyed sea areas, to ensure consistency with international practice and experience.
The Electricity Authority affirmed that it will synthesize opinions and report to the Ministry's leaders to submit to the Government for consideration of amending and supplementing the decrees according to the simplified procedure of the Law on Promulgation of Legal Documents 2025 (amended). Some other contents such as the authority to organize bidding, expanding the subjects of offshore wind power project implementation, or the mechanism for negotiating power purchase contracts will continue to be carefully studied and evaluated during the process of drafting the amended decree.
To complete the legal framework for the two decrees, the Electricity Authority requested localities to promptly send their comments as required in Official Dispatch No. 6045/BCT-DL dated August 14, 2025 on reviewing difficulties and obstacles in the implementation process. EVN was also requested to promptly respond to the issue of payment costs for the difference in the DPPA mechanism through the national grid.
Deputy Minister Nguyen Hoang Long requested the People's Committees of provinces and centrally-run cities to proactively organize inspections and supervision of the implementation of the direct electricity trading mechanism and the development of renewable energy and new energy.
Ensuring transparency and feasibility
At the conference, representatives of many localities and enterprises frankly shared the difficulties and obstacles in the implementation process. The issues focused on the electricity price framework in the DPPA mechanism, the cost of clearing the difference when transacting through the national grid, the procedures for granting certificates for rooftop solar power development as well as the conditions for offshore wind power projects to enjoy preferential policies. In addition to the positive initial results, there are still many contents that need to be studied, revised and supplemented to ensure feasibility, transparency and suitability with reality.
Concluding the Conference, Deputy Minister Nguyen Hoang Long acknowledged and highly appreciated the participation and contributions of localities, enterprises and Vietnam Electricity Group. To ensure the effective implementation of Decree No. 57 and Decree No. 58, the Deputy Minister requested the People's Committees of provinces and centrally run cities to strengthen their state management role within their localities; proactively organize inspections and supervision of the implementation of the direct electricity purchase and sale mechanism and the development of renewable energy and new energy. At the same time, localities urgently send reports as required in Official Dispatch No. 6045/BCT-DL dated August 14, 2025, clearly stating difficulties, obstacles and specific recommendations for the Ministry of Industry and Trade to consider and synthesize.
Vietnam Electricity Group must soon have an official opinion on the proposal to eliminate the cost of payment for the difference in the DPPA mechanism through the national grid; direct its affiliated units to closely monitor the implementation situation, promptly report any arising problems and fully implement the periodic reporting regime as prescribed.
