Removing obstacles and difficulties for renewable energy projects

Permanent Deputy Prime Minister Nguyen Hoa Binh signed Official Dispatch No. 118/CD-TTg of the Prime Minister on urgently implementing the tasks assigned in Resolution No. 233/NQ-CP dated December 10, 2024 of the Government on policies and directions to remove obstacles and difficulties for renewable energy power projects.

Telegrams sent to the Ministers of Agriculture and Environment, Industry and Trade, Construction; Government Inspector General and Chairmen of the People's Committees of the following provinces and cities: Ho Chi Minh City, Can Tho City, Dong Nai, Vinh Long, Dong Thap, Phu Tho, Lam Dong, Khanh Hoa, and Dak Lak; Chairman and General Director of Vietnam Electricity Group.

The telegram stated: On December 10, 2024, the Government issued Resolution No. 233/NQ-CP on removing obstacles and difficulties for renewable energy projects. This is a completely correct and necessary policy to handle the backlog over the past many years (Resolution No. 233/NQ-CP).

The Government has also assigned the Ministry of Industry and Trade to study and carefully review the difficulties and problems of renewable energy projects, propose to competent authorities to handle each type of problem, ensure that there is no negativity, group interests, or waste; the Ministry of Industry and Trade has issued a Plan to implement Resolution No. 233/NQ-CP.

During the implementation process, the Prime Minister and Permanent Deputy Prime Minister Nguyen Hoa Binh has directed ministries, branches, localities and agencies to seriously and urgently implement it. Resolution No. 233/NQ-CP has come into effect, removing difficulties for many enterprises and localities; most localities, ministries, branches and agencies have basically actively removed difficulties and obstacles, completed a number of assigned tasks, but many tasks have not been completed, removing difficulties for the economy as reported by the Ministry of Industry and Trade; there are still some localities, ministries, branches and agencies that have not fulfilled their responsibilities in removing difficulties for projects.

In the spirit of responsibility, openness, transparency, no evasion, no shirking of responsibility, no waste, no corruption, no group interests; to continue to effectively implement Resolution No. 233/NQ-CP, promptly remove obstacles and difficulties for renewable energy projects, contribute to mobilizing resources for the economy, and resolve the recommendations of businesses and localities, the Prime Minister requests:

1- Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Vietnam Electricity Group (EVN) must urgently resolve the following specific related tasks, according to the principle that the resolution of difficulties and problems for projects under the authority of which agency, level, sector or locality must be resolved by that agency, level, sector or locality; be responsible to the Government and the Prime Minister for the completeness and accuracy of information, content, data and progress of reports and proposals:

a) Chairman of Lam Dong Provincial People's Committee: directs the implementation and completes the handling of difficulties and obstacles of wind/solar power projects that overlap the planning of zoning for exploration, exploitation, processing and use of titanium ore/national titanium mineral reserve area (relating to Binh Thuan province previously) and projects that overlap the planning of zoning for exploration, reserve, exploitation, processing and use of bauxite ore (relating to Dak Nong province previously); report the completion results before July 25, 2025.

b) Chairman of Dak Lak Provincial People's Committee: directs the implementation and completes the handling of difficulties and obstacles of projects (Long Thanh 1 solar power) that overlap with the planning of the Ia Mor reservoir irrigation area; report the completion results before July 25, 2025.

c) Chairman of the People's Committee of the provinces/cities: Dong Nai, Lam Dong, Khanh Hoa, Ho Chi Minh City and Dak Lak (according to the administrative area after the merger), related to land management procedures of wind power and solar power projects mentioned in Conclusion 1027/KL-TTCP: direct the implementation, complete the handling of difficulties and obstacles for procedures related to land (increasing land use area, land lease procedures, converting land use purposes) of the projects (40 projects) named in Conclusion 1027/KL-TTCP; report the completion results before July 25, 2025.

d) Chairmen of the People's Committees of the following provinces/cities: Dong Nai, Vinh Long, Dong Thap, Can Tho city, Phu Tho, Ho Chi Minh city, Khanh Hoa, Lam Dong, Dak Lak: direct the organization to determine land for farms and farming related to rooftop solar power built on agricultural and forestry land with large capacity under the model of investing in farms and farming according to the content in Report No. 345/BC-BCT dated December 24, 2024 of the Ministry of Industry and Trade; report the results to be completed before July 25, 2025.

d) General Director of Vietnam Electricity Group: directs the implementation and completes the handling of problems regarding the unification of electricity purchase and sale prices for rooftop solar power built on agricultural and forestry land with large capacity under the model of investing in aquaculture farms, and reports the completion results before July 25, 2025.

2. Regarding difficulties and obstacles in enjoying FIT prices for wind power and solar power projects: based on the results of the implementation of the assigned tasks in Notice No. 334/TB-VPCP dated June 28, 2025, the Minister of Industry and Trade and the General Director of Vietnam Electricity Group are assigned to direct the review, propose and clearly recommend the handling plan stated in Official Dispatch No. 729/BC-BCT dated July 15, 2025 of the Ministry of Industry and Trade, on that basis, collect opinions from relevant ministries and agencies, synthesize, absorb, and report to the Government before July 25, 2025.

3. The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Industry and Trade and localities to review and promptly resolve existing problems and difficulties related to overlapping mineral reserve planning/areas, irrigation planning, conversion of forest land use purposes, agricultural land, etc. according to its authority, to be completed before July 25, 2025; report to the Prime Minister on issues beyond its authority.

4. The Ministry of Industry and Trade urges relevant ministries, branches, localities and agencies to periodically summarize and report implementation results.

5. The Government Office, according to its assigned functions and tasks, monitors and urges localities, ministries, branches and relevant agencies to perform the tasks assigned by the Prime Minister in this dispatch.
